Dear High Speed Two (HS2) Limited,

Further to the response to Mr Job under FOI 17-1837, please provide a complete set of the high resolution HSL route plans for the full refined Meadowhall route that was in Paul Griffiths' possession on 5th February 2016.

Please provide the same for each stage of the refinements, as referred to in the response to FOI 17-1837, specifically:

Plans completed at the conclusion of the updating of standards stage (2014);

Plans completed at the conclusion of the Blackburn to Normanton refinement stage (March 2015)

Plans completed at the conclusion of the Markham Vale and Staveley approach refinements stage (March 2015)

Plans completed at the conclusion of the Blackburn to Normanton further refinement stage (January 2016)

Please provide a copy of the drawing register or registers for each of the above, detailing all revisions, dates of issue, and distribution lists.

Further to the interview broadcast on ITV Calendar Yorkshire regional news on 2nd November 2016 in which Paul Griffiths stated that there were two thirds more 'people' (residential dwellings) within 100 metres of the Meadowhall route than there are on the M18 Eastern route, please provide a comprehensive breakdown of the 100 metre residential impact figures, stating the number at each location along the route, from the A617 near Bolsover through to Altofts, for the following routes:

The M18 Eastern route, but including the impact number for the Blackwell spur;

The 2013 consulted Meadowhall route;

The full 'refined' Meadowhall route that was in Paul Griffiths' possession on 5th February 2016;

Any other alternative or refined Meadowhall route variants that HS2 Ltd have referred to in reply to any FOI requests, or within HS2 published documents, or in dialogue and correspondence with HS2 Action groups, MP's, stakeholders, councils, and others;

The two alternative M18 Eastern route options detailed on page 82 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document.

Please provide a copy of the data, documents or spreadsheets on which HS2 Ltd listed the impact numbers and added the figures together to establish the sum totals of the 100 metre residential property impacts for each of these route options.

Please provide the comprehensive list of the business premises that would be directly impacted by each of these routes.

Please provide the names, job titles, and qualifications of the persons within HS2 Ltd, or their external consultants, including the department or consultancy name, who briefed Paul Griffiths in respect of his 100 metre residential impacts statement, broadcast on ITV Calendar Yorkshire regional news on 2nd November 2016.

Please provide copies of the impact assessment calculations, documents and data used by HS2 Ltd to make comparisons that determined the statements made in item 14.3.41 of the July 2017 'HS2 Phase 2b route refinements - advice to Government' document.

With reference to item 14.2.3 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document, please provide the HS2 calculations for, or documents detailing, the total length of tunnel on the 2013 Meadowhall consulted route, and the total length of tunnel on the 'refined' Meadowhall route, for the sections between Blackburn and Normanton.

Please provide copies of the high level design plans of the route option (or options) referred to in the 2013 Temple ERM 'Appraisal of Sustainability Options – Final' document, section 13.9 East Of Rotherham group. Reference is also made to the East Of Rotherham route (routes) in item 14.3.20 and footnote 12 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document. Footnote 12 states that HS2 Ltd have no record of the rejection of the East Of Rotherham routes from the appraisal of sustainability at the time. If you are still in doubt about the rejection of this route I will forward a copy of that document, confirming the rejection, upon request. In the BBC Radio Sheffield HS2 debate, broadcast on 2nd December 2016, Paul Griffiths confirmed that he was aware of the previous rejection of the M18 Eastern route, known at time as 'East Of Rotherham'. A recording of that debate can be provided upon request. The rejection of the route was also acknowledged by HS2 Ltd in a response to Mr Pile under FOI 16-1694.

With reference to a statement made by Paul Griffiths in the BBC Radio Sheffield HS2 debate broadcast on 2nd December 2016, please provide the data or reports that support Mr Griffiths' implied claim that changes in the air quality at Meadowhall have been instrumental in reducing, or would in some way improve, the adverse impact that would be created by the M18 Eastern route (known in 2013 as East Of Rotherham), the severity of which was described by HS2 Ltd as being beyond mitigation.

With reference to a statement made by Paul Griffiths in the BBC Radio Sheffield HS2 debate broadcast on 2nd December 2016, please provide the data or reports that support Mr Griffiths' implied claim that the aspiration to integrate TfN NPR services over HS2 lines has been instrumental in reducing, or would in some way improve, the adverse impact that would be created by the M18 Eastern route (known in 2013 as East Of Rotherham), the severity of which was described by HS2 Ltd as being beyond mitigation.

With reference to item 14.2.52 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document, please provide a comprehensive breakdown of the locations of the 80 demolitions identified on the refined Meadowhall route, stating the town, village or hamlet location and the demolition total for each location along the route.

With reference to item 14.2.53 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document, please provide a copy of the document or route plan in which residential demolitions have been identified on the 2013 Meadowhall consulted route at the Waverley New Community scheme in Sheffield City Region, accounting for the most recent planning revisions made to the layout of the Waverley scheme.

With reference to item 14.2.57 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document, please provide a copy of the noise mapping plans, with and without mitigation, for the 2013 Meadowhall consulted route, and the refined Meadowhall route and any variant of that route on which the stated impact noise figures may apply.

With reference to item 14.2.1 of the July 2017 HS2 'Phase 2b route refinements - advice to Government' document, please provide a copy of the documents containing the impact and cost figures and data from which comparisons were made between costs and impacts arising from the 2013 Meadowhall route, and costs and impacts arising from the refined Meadowhall route and any variant of that route on which stated figures may apply.

I am writing to request an internal review of High Speed Two (HS2) Limited's handling of my FOI request 17-1876 'Supporting Data In Respect Of Impacts On The Route Through Yorkshire & North Derbyshire'.

Concerns have been raised by representatives of the communities residing along the M18 Eastern route and the Blackwell spur about the wildly inaccurate promotional statements that HS2 Ltd have made about the impact created by that route, when compared to the 2013 Meadowhall route and the 'refined' Meadowhall route.

HS2 Ltd (Leonie Dubois) agreed to provide the action groups with detailed substantiation of your figures (the action groups requested a comprehensive breakdown of HS2 Ltd' figures, community by community), but you have failed to provide the information.

I am therefore seeking the information that HS2 Ltd agreed to provide.

I note that you have suggested that I should narrow the scope of my request.

To assist me in narrowing the scope of my request, please advise which of my 23 points you would be willing and able to provide information about, and please provide whatever parts of the information you consider to be reasonable.

Alternatively, to save time and effort, please provide a copy of the data, documents, or spreadsheets on which HS2 Ltd identified, listed , added, compiled, or counted your residential impact numbers for the M18 Eastern route, the 2013 consulted Meadowhall route, and the Feb 2016 refined Meadowhall route.
