Dear ComplaintsHFH,

Thank you for your reply to my request, however I feel that your answer is incomplete, and I would be grateful for your response to the points below.

(1) The one year review report which you have provided is undated. I would be grateful if you could provide me with the date when the report was filed/submitted. The created/modified date (from Properties > Description) is 15/12/2020, however this is after the date of my FOI request. I have been advised that the Intergenerational scheme at Lowry House began in June 2019. Thank you.

(2) In answer to my questions 1, 2 and 3, you have provided a table of the number of Sheltered and Good Neighbour dwellings for each of the last three years, and you have also provided the service charge income for the whole housing stock. I accept that there are no specific service charge budgets for the Sheltered and Good Neighbour dwellings.

However, you have NOT provided the information requested in my Q1: the number of Sheltered and Good Neighbour tenants "paying each service charge" in each year.

Perhaps you have omitted this information by accident? I would be grateful if you could please now provide it for me.

Yours sincerely,

Paul Burnham

Jones Linda,

Dear Paul Burnham,

Further to your requesting :

(1) Please itemise the tenant service charges for a) Sheltered and b) Good
neighbour housing, with the number of tenants paying each service charge,
for each of the last three years, 2018/19, 2019/20 and 2020/21."

We do not hold this information. The information we hold is for all

respond to this without compiling new information that we have no need to
compile for our own purposes. The Freedom of Information Act gives people
the right to access records held by public authorities, but it does not
extend to a right to have records created in order to provide information
that is of interest to members of the public. We do not hold this

Dear Haringey Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Supported housing service charges and intergenerational living schemes'.

The most recent reply on 2 February did not address this part of my question:

(1) Please itemise the tenant service charges for a) Sheltered and b) Good
neighbour housing, with the number of tenants paying each service charge,
for each of the last three years, 2018/19, 2019/20 and 2020/21."

I believe that this information would be easily obtainable from Robbie Erbmann's team at Haringey Council.

Can you please review your response, and provide me with the requested information.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Paul Burnham

I aim to let you know the outcome of our investigation by 20 April 2021.

FOI, Haringey Borough Council

Dear Mr Burnham,

Internal Review of the Freedom of Information Act request reference
LBH/10585120

You asked us to conduct an Internal Review on part of the response we had
sent to your Freedom of Information request, as:

The most recent reply on 2 February did not address this part of my
question:

1) Please itemise the tenant service charges for a) Sheltered and b) Good
neighbour housing, with the number of tenants paying each service charge,
for each of the last three years, 2018/19, 2019/20 and 2020/21."

The response previously issued stated the number of tenants paying these
charges and the overall budget attached to these items.

You queried this previously:

You have not yet provided the itemised breakdown of the number of  a)
Sheltered and b) Good neighbour housing tenants paying each service
charge.

To which a further response was sent explaining that:

We do not hold this information. The information we hold is for all
council tenants and not broken down into a) Sheltered and b) Good
neighbour housing tenants.

While various sections of Homes for Haringey might hold information that
could address specific aspects of this request, we would not be able to
respond to this without compiling new information that we have no need to
compile for our own purposes. The Freedom of Information Act gives people
the right to access records held by public authorities, but it does not
extend to a right to have records created in order to provide information
that is of interest to members of the public. We do not hold this
information and are therefore not able to provide it to you.

We have reviewed your request again and I am able to provide you with the
charges, as follows:

Service charges change from one location to another. For example some
schemes have district heating and as such they pay a charge for this but
some other schemes have individual boilers and pay their utility provider
not us. The number of people paying service charges is as provided
previously to you which is the same as the number of people for each year
as all tenants pay service charges. Please see below example.

Weekly charges for a typical Sheltered Housing property (note that charges
vary slightly between schemes)

Charge Amount
Community £6.85
Alarm

Door Entry £0.89
System

Estates £0.58

I hope that you are satisfied with my response to the internal review of
your request. If you are dissatisfied, you may complain to the Information
Commissioner, who may be able to help you.  Please note that if you wish
to refer this case to the Information Commissioner, they normally ask that
you do so within two months of our response to you.
