Hello I would like to make a freedom of information request in regards to the provision of supported accommodation services and outreach support services for all children aged 16-17 years old for whom the Local Authority has a statutory duty, including young people who are looked after, and/or leaving care and/or homeless and/or who are known to the youth offending service and/or are either at risk of offending, and/or the edge of custody, and/or released from custody.
The date period I am querying covers an 18 month period starting from 1st January 2017 – to 30th June 2018.

Your request for the information regarding the Supported Accommodation
Framework received on 05/09/2018 has now been considered and it is not
possible to meet your request.
 
I write to inform you that your request for information will not be
processed.
 
This is because the cost of locating and retrieving the information
exceeds the “appropriate limit” as stated in the Freedom of Information
(Fees and Appropriate Limit) Regulations 2004 which is currently set at
£450.  This limit represents the estimated cost of one person spending 18
hours in determining whether the Council holds the information, and
locating, retrieving and extracting the information.  Under Section 12 of
the Freedom of Information Act the Council is not obliged to comply with
your request and we will not be processing your request further.
 
To explain further, in order to comply with your request in respect of
questions 1 – 10 we would need to check information from
files/workers/providers etc. which would take approximately 30 minutes per
record.  It is estimated that this would take 23.50 hours (47
records/contacts x 30 minutes).
 
If you were to make a new request for a more narrow category of
information, it may be that we could comply with that request within the
appropriate limit, although I cannot guarantee that this will be the case.
We may be able to provide some estimated figures for questions 1 and 10
(subject to exemptions) and responses to questions 11 – 14 if this would
be of interest.

I acknowledge i requested information on a large amount of data, therefore
I am re-submitting my request with less questions and over a small time
period. I do believe this information should be kept internally as the
council are paying out large sums of money and adhering to a contract
where KPI must be adhered to and recorded.
 
The Time Period in Question is 1st January 2018 - 30th June 2018 (6
Months).
 
Please find below our response to your above request.
 
Information included below has been provided by our Placements Team but it
does not show all categories and we have answered the questions as best we
can within the Freedom of Information cost limits.
 
1)      Category 1 , 16 – 17 Year olds
 

 a. Under the Supported Accommodation Framework model Category 1 (Single
Accommodation + face to face support hours as required) how many young
people aged 16-17 years of age have been a classified as a category 1
over the specified period of time?

 
 11 listed.
 

 b. Under the Supported Accommodation Framework model Category 1 (Single
Accommodation + face to face support hours as required) what the
maximum, minimum and mean weekly cost of 16-17 year olds over the
specified time period?

 
Maximum costs:   £2175.00 per week
Minimum costs:   £199.99 per week
Mean weekly cost:        £215.91
 
 
2)      Category 4, 16-17 year Olds
 

 a. Under the Supported Accommodation Framework model Category 4 (Shared
2+ with sleep in staff on site from 10.00pm to 7.00am each night,
individual daytime support hours to meet the individual young person
needs, which must be at least with a minimum of 2 hours face to face
support per week. Staff to be on call 24 hours to provide support if
necessary).

 
How many young people aged 16-17 years of age have been a classified as a
category 1 over the specified period of time?

 b. Under the Supported Accommodation Framework model Category 4 (Shared
