Dear Carmarthenshire Council,

I have some questions I am hoping the Council can answer. All questions are related to adults (18+) with disabilities, learning disabilities, autism and/or acquired brain injuries as well as both domiciliary and residential care.

1. What is the Council's yearly spend (£) on adult social care? Preferably broken down into adults with learning disabilities, adults with autism and adults with physical disabilities.
2. How many adults with disabilities and/or learning disabilities (including autism and acquired brain injuries) does the Council currently support (residential and domiciliary), and how does the Council expect this to change (increase/decrease)?
3. How many adults with learning disabilities living in residential care want to leave residential care?
4. How many adults with learning disabilities does the Council support out of county?
5. Who is/are the commissioner(s) for this group of people and what are their contact details?
6. What is the average rate (£) paid by the Council to providers of care (without nursing)?
7. Does the Council operate with Frameworks or individual tenders per service for care of individuals? If Frameworks, when will the next framework entrance open for provision of care?
8. Do you have a list of providers commissioned to deliver support and who is on that list?
9. Where can I find official and published reports about the strategic planning, short and long-term goals of the council? This is in order to better understand how the Council intends to position itself on a 3-10 year basis.
10. Who are your Direct Payment broker(s) and what are their contact details?
11. What Existing Provider Forums does the Council use to communicate with providers?
12. What are your current gaps in your service provision that you are unable to fill?
13. How do you commission accommodation for adults with disabilities?

Thank you for your request for information which was received on the 22^nd
August, 2017 and has been dealt with under the Freedom of Information Act
2000.
 
The specific information you requested was as follows:
 

 1. What is the Council's yearly spend (£) on adult social care?
Preferably broken down into adults with learning disabilities, adults
with autism and adults with physical disabilities.

 
2. How many adults with disabilities and/or learning disabilities

support (residential and domiciliary), and how does the Council expect

The council currently supports 1046 Domiciliary service users and 1040
service users in Residential Care.
 
3. How many adults with learning disabilities living in residential care
want to leave residential care?
 
We do not record this information
 
4. How many adults with learning disabilities does the Council support out
of county?
 
23 in Res care & 13 in various supported living arrangements
 
5. Who is/are the commissioner(s) for this group of people and what are
their contact details?

(without nursing)?
 
For all client groups and based on the fees CCC pay the average is £658.67
for Residential care without nursing component as the NHS would pay this.
 
7. Does the Council operate with Frameworks or individual tenders per
service for care of individuals? If Frameworks, when will the next
framework entrance open for provision of care?

We do not have a Direct Payment broker, however we do have a contracted
support service for DP provided by Diverse Cymru. Their contact details

11. What Existing Provider Forums does the Council use to communicate with
providers?
 
We hold local provider forums for both Domiciliary Care and Residential
care. We also have a Domiciliary Care Strategic Working group which
includes providers
 
12. What are your current gaps in your service provision that you are
unable to fill?
 
Carmarthenshire have recently completed a Population Needs Assessment
which can be referred to on their website
 
13. How do you commission accommodation for adults with disabilities?
 
The Council adopts a three pronged approach:
 

* With its own housing service and its provision and various means of
obtaining specific property
* With registered social landlords particularly those who specialise in
housing provision for people with disabilities
* With private landlords as required

 
The approach is determined by the needs of the service users and what is
most appropriate i.e. whether it is an ordinary house that allows disabled
people to meet the rental payments via housing benefit which consolidates
their capacity to work or whether it is much more specialist
accommodation.
