Support provided to people assessed as having No Recourse To Public Funds status
Dear Shetland Islands Council,
This is a Freedom of Information request.
I am looking for information on the support provided by the council to people (and their dependents) assessed as having No Recourse To Public Funds (NRPF) under Section 115 of the Immigration and Asylum Act 1999.
For each of the last three calendar years where information is available (Please provide figures for each year):
1. How many people with NRPF status have approached the council to request financial assistance?
2. How many people with NRPF status subsequently received financial assistance from the council following an approach? How many people were refused financial support?
3. How many people with NRPF status that subsequently received financial assistance from the council following an approach also had dependent children? How many people with NRPF status and dependent children were refused financial support?
4. What is the total amount spent by the local authority on supporting people with NRPF status? Please break this down into annual housing costs and subsistence costs.
5. How many children of people with NRPF status have been taken into care by the local authority?
6. If any information is shared by the local authority to the Department of Work and Pensions (or other UK Government entity) on people with NRPF status receiving support, please confirm what personal information is shared. If any regular reports are provided to these government agencies please supply a copy of the most recent report provided.
I would prefer not to receive the requested data in a pdf format file. Please provide the requested data in a CSV file or MS Excel file.
I look forward to hearing from you in due course.
Yours faithfully,
Ally Tibbitt

Hello,
Thank you for your recent Freedom of Information request. Information in relation to your questions 1-4 and 6 is not recorded information which the Council holds in a way that would meet the terms of your request. Question 5 is Nil.
I trust that this response meets your request. However, if you are dissatisfied with the way in which the Council has dealt with your request for information then you may ask the authority to review its actions and decisions in relation to your request, by submitting a formal appeal. The process for lodging appeals is set out in the attached leaflet.
Kind regards,
Sherrell Moncrieff

Dear Shetland Islands Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Shetland Islands Council's handling of my FOI request 'Support provided to people assessed as having No Recourse To Public Funds status'.
It is not clear which exemption specified in the Freedom of Information legislation the council is using to justify withholding some of the requested information. Therefore, I hope that the council can reconsider.
If the scope of the request is too wide, I trust that staff can help me to narrow my request.
I look forwards to hearing from you in due course.
Yours faithfully,
Ally Tibbitt
I acknowledge receipt of your request for an internal review. You will receive a response from the Council as quickly as possible, but within 20 working days.
If you do not receive a response by 5 March 2018, please contact me.

Dear Ally Tibbitt
I am writing in response to your request for an internal review of how the
Council handled your request under the Freedom of Information Act. I must
begin with an apology as I had overlooked the review request in my rather
full email box and therefore this response is late.
There is no further information to give you but I think the Council’s
initial response was confusing and unhelpful.
1. How many people with NRPF status have approached the council to
request financial assistance?
The Council does not have a record of any persons with NRPF status
requesting financial assistance.
2. How many people with NRPF status subsequently received financial
assistance from the council following an approach? How many people were
refused financial support?
Given the answer to 1 above, no-one with NRPF status has either received
or been refused financial support.
3. How many people with NRPF status that subsequently received
financial assistance from the council following an approach also had
dependent children? How many people with NRPF status and dependent
children were refused financial support?
Given the answer to 1 above, again there was no-one with children either
received or been refused financial support.
4. What is the total amount spent by the local authority on
supporting people with NRPF status? Please break this down into annual
housing costs and subsistence costs.
Given that there has been no-one with this status approach the Council for
financial support the Council has not spent anything on supporting such
persons.
5. How many children of people with NRPF status have been taken into
care by the local authority?
There have been no children with NRPF status taken into care by this
Council.
6. If any information is shared by the local authority to the
Department of Work and Pensions (or other UK Government entity) on people
with NRPF status receiving support, please confirm what personal
information is shared. If any regular reports are provided to these
government agencies please supply a copy of the most recent report
provided.
As no-one with this status has approached the Council we have not had any
personal information to share. We have not made any regular report to
government agencies as we would not have anything to report.
I hope you find this response clear and that it meets your request. If you
are not satisfied with the way the Council has handled this review you
have the right to refer the matter to the Scottish Information
Commissioner within six months of this notice. Details of how to contact
the Scottish Information Commissioner are detailed below.
Yours sincerely,
