Dear Sean Moran

We acknowledge receipt of your request to Manchester City Council,
concerning:

Support For Gay Pride Parade

If your request comes under the Freedom of Information Act 2000 (FOIA) or
the Environmental Information Regulations 2004 (EIR), we will aim to
respond as promptly as we can and by no later than 20 working days.
Sometimes an extension to that timescale will apply and we will let you
know if that is the case.

If some or all of your request needs to be considered under processes
other than those provided by FOIA or EIR, different timescales may apply.
In particular, any part of your request that concerns your own personal
information will be considered in line with your rights under data
protection legislation (including the right of access) and we will aim to
provide you with a response in respect of that part of your request
without undue delay and by no later than one calendar month, unless an
extension to that timescale applies (we will let you know if that is the
case).

The reference number for your request is FOI/2562.

Please note that Manchester City Council is currently handling a large
volume of business critical work aimed towards the protection and
safeguarding of at risk groups during the COVID-19 outbreak.
Accordingly, Freedom of Information/subject access requests made to
Manchester City Council during the COVID-19 outbreak may have a longer
response period than that stated above. The response that you receive may
also not be complete in whole or in part. This is because:

* Responding to your request may require business area resource which is
currently directed towards direct aid of members of the public during
the COVID-19 outbreak. Directing resources towards responding to your
request could result in vital care of service not being delivered, and
may expose individuals to COVID-19;?
* Under central government guidance to help prevent the spread of
COVID-19, all Manchester City Council staff who are able to are
working from home until further notice. As such they may not be able
to get hold of certain information which cannot be accessed remotely,
and accessing it would potentially expose the individual to COVID-19.

Should you have any further inquiries concerning your request, please
reply to this email leaving the subject line unchanged.

Yours sincerely
Manchester City Council

Dear Mr Moran

Thank you for your request for information, which was received by
Manchester City Council on 10th July 2020 and has been considered under
the provisions of the Freedom of Information Act 2000 (“the 2000 Act”).

Please accept my sincere apologies for the delay in getting this response
to you by the target date - an administrative error on my part.

In your request you asked for:

1. Which organisations have organised the Manchester Gay Pride Parade over
the last 25 years? Please also provide the relevant dates.

2. How much has Manchester City Council given (including un-repaid loans)
to subsidise Manchester Gay Pride Parade over the last 25 years? Please
provide the raw figures and the figures adjusted for inflation for each
year.

3. Please provide copies of all accounts provided to Manchester City
Council in relation to money given to Manchester Gay Pride Parade and/or
the organisers.

4. Please provide details of all other support provided by Manchester City
Council to Manchester Gay Pride Parade and/or the organisers.

In response I can provide the following information.

Q1 and Q2

The Events Unit at Manchester City Council provide the funding to support
the Pride Parade. We hold records that identify this funding from 2003
onward only - which was at that time a payment to support the staging of
Europride in that year and in subsequent years the funding has been
provided to support the staging of the parade at Manchester Pride. We hold
no records in the Events files of funding to any other organisation prior
to 2003. I can confirm that the following level of funding has been
provided each year to support the parade since 2003 as:

2003/04 £40,000 (via EuroPride Manchester 2003 Ltd)
2004/05 £20,000 (via Manchester Pride Ltd) - and for subsequent years
2005/06 £20,000
2006/07 £25,000
2007/08 £25,000
2008/09 £27,500
2009/10 £32,500
2010/11 £32,500
2011/12 £12,000
2012/13 £12,000
2013/14 £12,000
2014/15 £12,000
2015/16 £12,000
2016/17 £12,000
2017/18 £12,000
2018/19 £12,000
2019/20 £12,000
2020/21 £12,000

We hold no information of any additional subsidies, loans or other
financial information across this timeframe.

We do not hold on file the records of the accounts published annually by
Manchester Pride across this timeframe - these accounts are however widely
available and are published by Manchester Pride Ltd and are also available
for a period of time via the Charities Commission website.

Manchester Pride is organised by an external event organiser - Manchester
Pride Ltd. As with all other external event organisers the organisation is
responsible for the payment of all supplier costs or costs for services
such as highways closures, traffic management, cleansing etc. The City
Council provides additional support around the review of plans for the
parade and other elements of the Manchester Pride event through the
attendance at the multi-agency planning meetings and Safety Advisory Group
meetings and monitors the event in line with its statutory
responsibilities across the weekend each year.

I hope that I have interpreted you request correctly.

Please note if you are not satisfied with this response you may ask for an
internal review. If you wish an internal review to be undertaken you
