Your request for information received on 02/04/2016 has now been considered. However this information is not held by Dudley MBC. I can confirm that both the Electoral Services and Archives services have endeavoured to locate the information you have requested. Unfortunately the date pre-dates the creation of Dudley Council and records of this nature are not always available. It is possible that further information is held by Worcestershire Archives Services who hold information relating to this region in advance of 1972 which was when Dudley Council was established.
