Dear Carmarthenshire Council,

Please can you send me information to show what your annual savings/losses for the school years 2015-2016 and 2016-2017 have been through using supply teaching agencies rather than employing supply teachers directly through the council or schools.

Yours faithfully,

FOIA, Carmarthenshire Council

Dear Sir/Madam,

Thank you for your request for information, which was received on 24^th
September, 2017 and has been dealt with under the Freedom of Information
Act 2000.

The specific information you requested was as follows:

Please can you send me information to show what your annual
savings/losses for the school years 2015-2016 and 2016-2017 have been
through using supply teaching agencies rather than employing supply
teachers directly through the council or schools.

We have given your request careful consideration and are of the view that
it cannot be complied with for reasons I will set out below.

The information you are seeking has not previously been collated and is
not easily obtainable via a report or similar using a computer
system/database.

In order for us to provide a response to this request, we would need to
obtain details from every school of which there are 114.

We would need to know the breakdown of every supply invoice - times and
amounts in order to calculate how many supply teachers would have been
needed, including timetabling them.

I am satisfied that completing this task would far exceed two and a half
working days.

Under Section 12 of the Act, a public authority is not obliged to comply
with a request if it considers that to do so would exceed the appropriate
limit.  This limit is defined in The Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 as £450, which
equates to 18 hours of work at the standard rate specified in the
Regulations of £25.00 per hour.

In view of the above, this limit would clearly be exceeded in the case of
your request.

In accordance with Section 17 (5) of the Act, I am therefore giving formal
notice of this.

We normally invite the requester to revise or reduce the scope of their
request in such circumstances, or where it is clear that other information
might be of assistance, we may advise what information we hold that could
be provided within the appropriate limit.  However, in this case, it is
difficult to see how this could be achieved.

Nonetheless, should you wish to discuss this further, please do not
hesitate to contact me, using the telephone number provided below if you
prefer.

If you disagree with this decision or are unhappy with the way in which
your request has been dealt with, you are entitled to complain in the
first instance to:

The Head of Administration & Law
Carmarthenshire County Council
County Hall
Carmarthen
SA31 1JP

Email: [1][email address]

If you remain unhappy with the handling of your request or complaint, you
have a right to appeal to the Information Commissioner at:

The Information Commissioner's Office
Wycliffe House
Water Lane
Wilmslow
Cheshire
SK9 5AF

Telephone: 0303 123 1113
Website: [2]www.ico.gov.uk

There is no charge for making an appeal.

Yours faithfully
