Dear Mr. Knights,

I refer to your Freedom of Information request of the 4th August 2017 and apologise for the delay in Neath Port Talbot County Borough Council's response which is set out below:

1) Total amount spent directly by schools or via the local authority= £947,722

2) Total amount spent on agencies, broken down per agency.= Due to the way records are held this information would need to be broken down at agency level and therefore it is estimated that the analysis of the time required to locate and retrieve the required information would mean the cost threshold set out in the Freedom of Information and Data Protection [Appropriate Limit & Fees] Regulations 2004 will be exceeded.

We would therefore respectfully inform you that the authority is not prepared to deal with your request in this instance: as the costs it would incur in doing so would exceed the costs limit of £450 [i.e. more than 18 hours of one or more officer’s time]. The Authority is therefore invoking the costs exemption available to it under Section 12 of the Freedom of Information Act 2000 in respect to your request

If you are dissatisfied with the response to your request, under the Authority's FOI Policy, you may appeal in writing setting out the reasons why you think the decision is erroneous, to the Authority's Monitoring Officer at the following address:-
