My freedom of information request relates to:

a). What was the reason for purchasing these alcoholic beverages?
b). Which named individual made the original request for this purchase and what reasons/explanations were provided at the time of the request?
c). Which senior person countersigned/approved this expense?
d). What measures/due diligence processes do you have in place to monitor supplier spend for items/products/services that would seem inappropriate during council spending reductions?

I refer to your request below and can provide the following response.

a) What was the reason for purchasing these alcoholic beverages?

The alcoholic beverages were purchased to sell at Waterside Arts Centre's bar to customers attending the centre. Waterside Arts Centre has two theatre spaces with a regular programme of music, comedy, drama and community performances which the public attend, as well as been hired for private events such as weddings and parties. A bar is operated within the centre to sell drinks and snacks to customers attending these events. Any surplus income generated from sales is used towards funding the operational costs of running the Arts Centre.

b) Which named individual made the original request for this purchase and what reasons/explanations were provided at the time of the request?

The original orders were either placed by the Waterside Arts Centre Venue Operations & Hires Manager (Louise Burgess) or the Waterside Arts Centre Front of House Manager (Jemma Baines) for the purpose of providing stock to be sold at the bar.

c) Which senior person countersigned/approved this expense?

The orders were approved by the Waterside Arts Centre Manager (Rosie Scott).

d) What measures/due diligence processes do you have in place to monitor supplier spend for items/products/services that would seem inappropriate during council spending reductions?

The Council monitors supplier spend through its budget monitoring processes. The Councils Procurement System and Financial Procedure Rules provide a framework to ensure proper financial management.
