Sunderland North Community Business Centre Links
Dear Sunderland City Council,
Over recent years more several million pounds has been given in the form of grants and contracts to Sunderland North Community Business Centre (SNCBC), over the last three financial quarters for which the information is available this expenditure was more than £500,000.
During this period SNCBC has presented itself to the wider community as part of the third / charitable sector, with its senior management sitting in this capacity on a number of City wide groups. This is an organisation that has been in existence since 1987, yet SNCBC has never been a registered as either a Charity or a Limited Company. On the 12th March 2013 a new company COMMUNITY OPPORTUNITIES LIMITED, with the same postal address, was registered at Companies House but is listed as being dormant. (Reg number 08441480)
Please could you:
1. Provide a full breakdown of all funding, financial and "in kind" (rent and rates rebates), provided to SNCBC by Sunderland City Council.
2. Please identify what funding is from direct Council streams and what funding is from managed programmes that the Council is administering on behalf of third parties.
3. Please clarify what due diligence / safeguards have been put in place when handing these large sums of money to what appears to have been an unincorporated association for 26 of the 27 years it has been operating with your support.
4. Clarify if any of the staff engaged by SNCBC are / have been council employees or are enrolled in the local government pension scheme through the Council.

Council aims to provide available information promptly and in any event
within 20 working days, unless, exceptionally, there is a need to consider
whether the information is exempt from disclosure.
Please note that there may be a charge for providing copies of the
information. If the cost of complying with your request in full exceeds
£450, we will ask you to reconsider your request, or to pay a fee before
the information is supplied. If a charge or fee is payable we will let you
know.

I refer to your recent request for information under the Freedom of
Information Act 2000. I can confirm that the Council does hold some of
the information you have requested. However, in order to satisfy your
request in full, we will exceed the statutory fees limit and as a result
we must therefore refuse your request.
I should explain that the Freedom of Information Act does not require a
local authority to supply information when the cost of providing this
exceeds the fees limit as prescribed in The Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004. This limit
covers approximately £450 or 2 ½ days of work in locating and providing
information. Having considered your request, it is clear that the limit
would be exceeded if we were to provide the information to you in full.
However, as part of the Freedom of Information Act 2000, where an
authority indicates refusal under fees limit as the reason for not
supplying the information requested, there is a duty on the authority to
assist by identifying the information that it is able to supply within the
fees limit.
Therefore, I can confirm that we could provide you with the information
you have requested relating to the last 2 financial years.
If you would like me to provide the information as indicated, could you
please respond advising as such.
Please note that the council will not be able to consider your request
further until your reply is received.
I hope this is satisfactory. If, however, you are dissatisfied with our
response to your request for information, you can ask for the decision to
be reviewed in reply to this letter. The review will be removed from the
Directorate and coordinated by the Council’s Information Governance
Officer. A request for review should be directed, by email to

You are of course entitled to apply to the Information Commissioner at any
