I am replying to your email of 22 April 2017 in which you asked for the

With regard to the first part of your request, the Intellectual Property
Office (IPO) holds an internal document entitled ‘Future Copyright – Call
for Views’.  The main part of this document however is exempt from
disclosure under section 35 (1) (a) of the Freedom of Information Act,
because it consists of information relating to the formulation or
development of government policy.

 

Section 35 is a ‘qualified’ exemption, which means that the IPO is obliged
to consider whether the balance of public interest favours withholding or
disclosing the information requested.  Having considered this matter
carefully we conclude that the public interest in maintaining the
exemption outweighs the public interest in disclosure at this time and the
main text of the document is therefore withheld.

 

However, we are content to disclose the attached annexes to the document
which summarise the responses in key areas.

 

With regard to the second part of your request, the IPO holds a number of
relevant documents which have been summarised in a letter to the House of
Commons European Select Committee, which is publically available at:

We hope that the information contained within this letter is sufficient
for your purposes, but you are welcome to contact us again if you require
further information or explanation.

 

If you are dissatisfied with the handling of your request, you have the
