Before progressing your request, I would be grateful if you could confirm
if your second question was for a breakdown of the average amount of
maintenance loan paid to each student or for the average amount of
maintenance loan paid to students, shown at an Higher Education Institution
(HEI) level. For question 3, please note that money is not loaned to HEIs,
rather tuition fee loans are paid to HEIs, so can you confirm if this
question be interpreted to read the average amount of tuition fee loans
paid to each HEI on behalf of students.

Finally, can you also confirm which UK domicile you are seeking information
on, or if the request relates to the whole of the UK.

Your request was clarified as follows on 06/11/2013:

“Question 2 – A breakdown of the average amount of maintenance loan paid to
students, shown at Higher Education Institution (HEI) level.
Question 3 – The average amount of tuition fee loans paid to each HEI on
behalf of students.”

Response

I can confirm that the information you have requested is held by the
Student Loans Company Limited.

In response to questions 1, 2 and 3, due to the amount of interest in a
breakdown of student support statistics by individual Higher Education
Institution (“HEI”) the decision has been taken to publish a breakdown of
tuition fee loans, maintenance loans and grants awarded and paid by Higher
Education Institution (“HEI”).

As confirmed on the National Statistics section of our corporate website (
http://www.slc.co.uk/statistics/national...), we are intending
to publish a full HEI breakdown in mid-January 2014, which will cover all
related requests that we have received over the past month.

The information requested under questions 1, 2 and 3 is therefore
considered exempt under section 22(1) of the FOIA. As section 22 is a
qualified exemption, it is necessary to consider the public interest test.
In favour of releasing the data, we accept that it is in the public
interest to publish the data that has been requested, and we have recently
received a number of requests for an individual HEI breakdown of our
student support statistics, for all providers. This is why the decision
has been taken to publish a full HEI breakdown in the form of a
supplementary table to the Student Support statistics that were published
on 28 November 2013. In favour of maintaining the exemption, we accept
that it is in the public interest in permitting public authorities to
publish information in a matter and form and at a time of their own
choosing. It ensures the effective conduct of public affairs that general
publication of information is a planned and managed activity within the
reasonable control of public authorities. Having given consideration to
all of these factors, I am of the view that the arguments in favour of not
releasing information intended for future publication at this time outweigh
those for releasing the information.

In response to question 4, there are only two types of repayment schemes
for student loans – Mortgage Style (or fixed term) loans offered before
1998, and Income Contingent Repayment loans offered from 1998 to present.
Information on both types of repayment schemes is considered exempt from
disclosure under section 21(1) of the FOIA as this information is
considered reasonably accessible to you by other means. Please refer to
our repayment website http://www.studentloanrepayment.co.uk, and select the
loan type down the left hand side of the page.

Internal review process
