Suicides in care homes since 2002

We're waiting for Andrew Peacher to read a recent response and update the status.

Dear Bradford City Council,

Can you tell me how many care homes from 2002 to present had severe accidents when patients tried to commit suicide list numbers year by year and reasons for such events in a care setting finally what was the out come of these inquiries for eg fines criminal charges to the homes did any result in deaths or permanent disablement.

I refer to your requested dated 9th April 2018 under the Freedom of
Information Act asking the following information:-

 

"Can you tell me how many care homes from 2002 to present had severe
accidents when patients tried to commit suicide  list numbers year by year
and reasons for such events   in a care setting finally what was the
outcome of these inquiries for e.g. fines criminal charges to the homes
did any result in deaths or permanent disablement."

 

From our internal review, it is clear that we will not be able to answer
your request as the information is not in the format which is easily
accessible.  Under section 1(3) of the Freedom of Information Act (FOIA),
a public authority need not comply with a request unless any further
information reasonably required to locate the information is supplied. If
a request is too broad or general in nature, then public authorities under
section 16 of the Act have a duty to provide advice and assistance to the
applicant in order to focus the request.

 

In order to provide you with the information on the scale that you have
requested would require an officer to manually access every case file and
all case notes within the file back to 2002.

 

Section 12 of the Act makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed
the appropriate limit £450. This represents the estimated cost of one
person spending more 2.5 working days in, retrieving and extracting the
information from our Safeguarding case management system.

 

We estimate that it will take us in excess of 2.5 working days to
determine appropriate material and locate, retrieve and extract the
information in reference to your request. Therefore, your request will not
be processed further.

 

Under s16 FOI Act our advice is if you may wish to redirect your request
to the Care Quality Commission (CQC) who may hold this data.

 

If you are not satisfied with the outcome of the internal review you have
the right of appeal to the Information Commissioner who can be contacted

I request a review or will have to reword the request i feel that all suicides in care homes should be reportable remember the nolan principles ?

How can you not tell any one when a mentally ill elderly patient dies in your care these figures should be basic care requirements ?
