I am writing to request an internal review of Heritage Lottery Fund's handling of my FOI request 'Suffolk County Council - 'The Hold' Heritage Centre: First-round Grant Application documents':
- Firstly, I note that Appendices 5 and 6 are missing from the list of documents you give in your response, and so also from the documents sent in the accompanying 'zip' file. Therefore, I would be grateful if you could explain to me why this is the case. As it does seem a little odd for Suffolk County Council/Suffolk Record Office (SCC/SRO) to have numbered the appended documents in such a disorderly way when making such an important application to the Heritage Lottery Fund (HLF) for funding.
- Secondly, I note also that in many of these ‘first-round’ application documents, reference is made to the recruitment of an ‘Organisational Change Consultant’ for the Development Phase of the project. Who, according to the brief given for the proposed new post (found in Appendix 3, p.39), if appointed, was set to create: a 'high level organisational development / transformation plan’ for the whole of the Suffolk Record Office service (which would, of course, include also the two existing Record Offices in Bury St. Edmunds and Lowestoft).
However, there appears to be little evidence, or even mention, in any of the later ‘second-round’ application documents that such a plan was ever created, or indeed that an ‘Organisational Change Consultant’ was, in fact, recruited. Therefore, I would be very grateful if you could explain why this appears to be the case, and also send me a copy of the said plan.
Further, I request all other such documents received from SCC/SRO that relate to wider organisational change and transformation of the current Suffolk Record Office service (including any that may detail the service’s future as a ‘not-for-profit’ entity of one form or another). This, even if any such documents were not included with either of the two sets of application documents received by the HLF from SCC/SRO.
There seems little question far-reaching ‘transformation’ was (and is, still) planned for the countywide service, and that it is integral to the project as a whole. It would, therefore, be strange if much greater detail had not been supplied to the HLF by SCC/SRO about this.
- Finally, I would also be grateful if you could send me any list of documents received from SCC/SRO with their Round 1 application.

Many thanks for your emails of 17 August. You asked for an internal review of our FOI responses. I attach a response from our Chief Executive, Ros Kerslake, along with two documents (appendices 5 and 6).
You also asked for a number of items of new information across your two email which I will address below.
1. A list of all documents received from the grantee with their first round application.
Please find this attached. Personal information has been redacted in line with Section 40 (personal information) of the Freedom of Information Act 2000.
2. A copy of the Transformation Plan and information about the Organisational Change Consultant, the recruitment of who was mentioned in the first round application.
I can confirm that we do not hold this information. Suffolk County Council have informed us that this work did not take place.
