Suffolk County Council-New heritage Centre Feasibility Report and Brief
,
Dear Suffolk County Council,
I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act, 2000.
Thereby, please send me the Feasibility Report (and associated documents) produced by Concertus Property & Design Consultants (Doc. Ref. 14-01870) commissioned to assess the viability of a new heritage centre for Suffolk, and also the 'feasibility brief' submitted by Suffolk Records Office which initiated the production of this report by Concertus (these to include all versions/revisions of both the brief and the feasibility work undertaken by Concertus).
I would like for the above information to be provided to me in electronic format at the email address given.
If this request is too wide or unclear, I would be grateful if you could contact me. As I understand that under the Act you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.
I understand that you are required to respond to my request within the 20 working days after you receive this letter. I would be grateful if you could confirm in writing that you have received this request.
I look forward to hearing from you.
Yours faithfully
MsW Brooks

Dear Suffolk County Council
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Suffolk County Council's handling of my FOI request 'Suffolk County Council-New Heritage Centre Feasibility Report and Brief'.
This request for information was explicit in asking for 'all versions/revisions' of the 'feasibility brief'. However, only the 'Revised Option Brief' has been provided by the County Council in response to this request, and not the initial brief(s) submitted by Suffolk Record Office to Concertus Property & Design Consultants.
There are numerous mentions of the initial brief(s) in the four documents released by the County Council in response to this request. Therefore, it is with some disappointment that it is necessary now to ask for an Internal Review of the request in order to receive all of the documentation requested.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...
Yours faithfully
Wendy Brooks

Dear Ms Brooks
Thank you for your correspondence on 13 May 2018 where you requested an Internal Review following your request for information about 16036.
Your concerns were:
“I am writing to request an internal review of Suffolk County Council's handling of my FOI request 'Suffolk County Council-New Heritage Centre Feasibility Report and Brief'.
Therefore, it is with some disappointment that it is necessary now to ask for an Internal Review of the request in order to receive all of the documentation requested.”
Having now conducted a formal review of your request, I can confirm that our response to your request (ref 16036) is upheld.
The document titled ‘Revised Option Brief’ supplied in the original response to this request is the only brief held by the County Council relating to this piece of work.
The word ‘Revised’ in the document title relates to minor internal edits rather than a fundamental shift in the scope of the work commissioned. This ‘Revised’ brief is therefore the ‘Initial Brief’.
Subsequent instructions relating to the feasibility study were issued to Concertus on or around 30th October 2014 and are attached here. These were not supplied in the initial response to FOI 16036 as they did not prime facie match the description of the information being requested which called for ‘all versions/revisions of both the brief and the feasibility work undertaken by Concertus)”.
Accordingly, I believe the Council met the requirements of the legislation and provided all information it held in response to your request.
Of necessity this response has to include reference to legislation. If anything is unclear please do not hesitate to contact us.
If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. The Information Commissioner can be contacted at: Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF.
Kind Regards
Becky
