This is a request under the Freedom of Information Act. Please could you provide me with:

1. The names of the members of the Stroud District Council Task & Finish Group charged with responsibility for the review of the Subscription Rooms.
2. Dates and times of the meetings when the Task & Finish Group will meet to consider the bids submitted for the Subscription Rooms.
3. Confirmation of whether these meetings will be open to the public.
4. Copies of Appendix C, Appendix E and Appendix F mentioned in the minutes of the Strategy and Resources Committee on 26 January 2017: https://www.stroud.gov.uk/media/241244/i...
5. The written criteria by which Stroud District Council will evaluate bids for the Stroud Subscription Rooms.
6. Copies of any documents that contain details of the “issues relating to the title to the land which may affect its attraction to the commercial market”, as mentioned in the minutes of 26 January 2017.
7. Any other preparatory reports or papers prepared by or for the Task & Finish Group relating to the review of the Subscription Rooms.
8. The date when the Task & Finish Group will report to the Strategy & Resources Committee.
9. Confirmation of whether this meeting will be public.

1. The members of the task and finish group are Cllr Doina Cornell
(Chair), Cllr Martin Baxendale, Cllr George Butcher, Cllr Gordon Craig,
Cllr Jonathan Edmunds, Cllr Keith Pearson, Cllr Nigel Studdert-Kennedy,
Cllr Chas Townley although please note that responsibility for the review
of the Subscription Rooms lies with the Strategy and Resources Committee,
not the Task and Finish Group.

 

2. No dates have been fixed for the Task and Finish Group or the
responsible committee to consider the bids although the Strategy and
Resources Committee will determine the bids later this year.

 

3.         The Strategy and Resources Committee will be a public meeting.

finalised by 12 October 2017).

If the criteria are public, please could you supply their precise URL, and (if part of a longer document) the section number? If they are not yet public, please supply them. If no such criteria exist, please confirm this.

3. Please review part 7 of my request. It was a request for *any* preparatory documents prepared *either by or for* the Task & Finish Group relating to the review of the Subscription Rooms. If no such documents exist, please confirm this.

Thank you for your review.

I would like to follow up re Question 7. You report that "notes of meetings and a draft report" were prepared for the Task & Finish Group. I understand that the Task & Finish Group has now held its final meeting, and made its recommendation.

You consider these documents to be exempt from publication under Sections 22, 36 and 42 of FOIA, though you do not clarify which documents are exempt under which section.

Since the Task & Finish Group has now held its final meeting and issued its recommendation, Section 36 no longer applies to the "notes of meetings".

In addition, I assume these "notes of meetings" are not exempt under either Section 22 (this presumably applies to the draft report only) or Section 42 (please see footnote 1 below).

Please could you therefore now publish these "notes of meetings"?

If these notes are still exempt for one of the above reasons, please confirm which. If Section 22, please confirm when the council plans to publish them.

Just for the record, S36 is an exemption on the grounds that disclosure would inhibit the free and frank provision of advice / exchange of views for the purposes of deliberation / prejudice the effective conduct of public affairs.

S42 is an exemption of legal professional privilege, i.e. to prevent any legal advice sought being used against the council.
