Digital Derbyshire does not hold recorded information of any
communications regarding the decisions taken for the provision of VDSL
broadband specific to SK23 0HU.

 

In the interests of openness and helpfulness, what we can tell you is that
Digital Derbyshire carried out an Open Market Review (OMR) in 2013, which
identified SK23 0HU as being eligible for investment and was included in
the delivery plans for the first phase of deployment.  A further OMR was
carried out in 2014 for the second phase of delivery, as a result, this
area was excluded from the plans for this phase as it was delivered under
the first phase of delivery. SK23 0HU was excluded from further public
consultation for the re-investment of public funds as the records
indicated that this area was already delivered under the first phase.

Please see the below Freedom of Information Act response:

 

1.    The Phase 1 contractual target was to deliver 81,610 premises
capable of receiving download speeds of 24Mbps and above, which is defined
as Superfast by the UK Government and therefore our contractual target
speed. This target was achieved throughout Derbyshire utilising FTTC and
FTTP technology. The contract does not specify the number of cabinet or
their location in order to achieve the target.

 

2.    The records show that the postcode was delivered in the 1^st phase
and all premises are able to obtain speeds in excess of 24Mbps.

 

3.    The Access to Information regulations i.e. FOI or EIR (Environmental
Information Regulations) is for and relates to any requests received by
the council that asks for actual information held by the council in a
recorded format at the time at which the request is received.  When making
an access to information request you need to be specific about the
particular documentation you are seeking, you cannot under this
legislation seek officer opinion and we are not obliged to go out and ask
officer to use their knowledge and experience to create a relevant
response in order to answer questions.

 

4.    The decision was based on the records.

 

The information you are seeking regarding copies of the OMRs is held by
Derbyshire County Council (DCC) however due to its size the documentation
is being sent to you via our secure file transfer system and which will
follow by separate email.

Chapel-en-le-Frith, which we received on 14/05/2019.  We will be dealing

if you could give the required clarification specified below:

NB: Copies of the Open Market Review 2013 and Open Market Review 2014 have
now been sent in response to your previous request ES 8055. 

 

1.    Please can you clarify specifically which cabinet you are enquiring
about when asking for copies of all technical discussions between Digital
Derbyshire and Open Reach and / or British Telecom regarding the provision
of FTTC VDSL services.

 

2.    Please supply the specific address of the FTTC cabinets 12 & 13,
Chapel en le Frith for which you are requesting copies of all data
relating to predicted or actual speeds.

Once I have received this clarification, I will action your request
accordingly.

As required by the legislation, we aim to answer your request within 20
working days from the date, that all required information is
held concerning your request: this includes any clarification that has had
to be sought.
