FOI REQUEST – regarding students with visual impairments (Bishop
Grosseteste University)

Dear 'Connect',
I write in response to your recent Freedom of Information request relating
to students with visual impairments at the University. A copy of your
full request is attached below. The information you requested is as
follows; where we are unable to provide all of the information, the
reasons for this are explained.
1. The number of registered students with a visual
impairment? Response: of the above total, 6 students are recorded as
‘blind or having a serious visual impairment uncorrected by glasses.’
2. The number of students with visual impairments that are text
to speech users? Response: less than 5.
This information is partly withheld under Section 40, part
2 of FOIA (2000) – the exemption for personal information about persons
other than the FOI applicant. It is the University’s policy to withhold
information where there are fewer than five individuals in a group. This
is in accordance with the terms of the exemption whereby information
relating to an identifiable, living person or persons is exempt from
disclosure if disclosure would contravene any of the principles set out in
the General Data Protection Regulation (GDPR) (2016) or the Data
Protection Act (2018). A disclosure made under FOI constitutes a
disclosure to the world at large. Taking account of all the
circumstances relevant to this request, the University deems that to
disclose the number of students using text to speech aids (which is
‘special category’ personal data under GDPR), would be likely to
enable identification of persons involved and would contravene their
expectations of confidentiality.
3. The number of students with visual impairments that are
screen reader users? Response: less than 5.
