I refer to your recent email dated 13/12/2017 requesting the following
information under the Freedom of Information Act 2000 (“FOIA”):
“Is access to student finance for initial teacher training available for
(a) part-time and/or (b) distance-learning PGCEs either with or without
QTS?

If student finance is available, is a full tuition fee loan and
maintenance loan available or is the maximum maintenance loan entitlement
reduced to reflect the intensity of study?”

By email dated 14/12/2017 you confirmed that your request was to extend to
“each of English, Welsh and Northern Irish domiciled students”.

Response

I can confirm that the information that you have requested is held by the
Student Loans Company Limited (“SLC”).  

Please note that this response assumes that the student meets all standard
eligibility requirements, including course.

Question 1

I can confirm that for each of the three domiciles referred to in your
email of 14/12/2017, student finance is available for studying initial
teacher training Postgraduate Certificates in Education on a part-time
and/or distance learning basis.

Please note that the relevant legislation for each domicile does not
distinguish between a course with or without Qualified Teacher Status,
only that the student must not already be a qualified teacher.  Students
must also be studying for a minimum of 25% intensity in order to qualify
for support.

Question 2

I can confirm that maintenance loans are not available for part-time or
distance learning courses in any of the three domiciles.

In England, if the course is being studied on a part-time or part-time
distance learning basis, the current support available (in academic year
2017/18) is a tuition fee loan of up to £6,935 (£4,625 for privately
funded Higher Education Providers (”HEPs”)) which is adjusted to reflect
the intensity of study.  For full-time distance learning students, a
tuition fee loan of up to £9,250 (£6,165 for privately funded HEPs) is
available.  

In Wales, if the course is being studied on a part-time or part-time
distance learning basis, a tuition fee loan of up to £2,625 is available
for students studying in Wales.  Students studying elsewhere in the UK can
apply for a tuition fee loan of up to £9,250 (£6,165 for privately-funded
HEPs).  A part-time course grant (which can be used to assist with living
costs) of up to £1,155 is available if the student studies at least 50%
intensity.

In Northern Ireland, part-time and distance learning students can apply
for a part-time tuition fee loan of up to £3,022.50 – this is available in
respect of part-time under.  In addition, students can apply for a
part-time course grant of up to £265 and a part-time fee grant of up to
£1,230 depending on course intensity.

Internal review process

If you are dissatisfied with the handling of your request, you have the

Internal review requests should be submitted within two months of the date
of receipt of the response to your original request and should be
