Dear  Mr Blunn
Thank you for your request for information from the University of York.
Please see our response below.

Could you please provide your projections for the number of full-time
students expected to attend the institution over the next 5 years, or as
far forward as you have projections for?

Where possible can this be split by full-time undergraduates and full-time
postgraduates per campus.

For example:

The information is held.  

 

The information sought is deemed commercially sensitive and attracts
exemption under section 43(2) of the Freedom of Information Act (for
commercial interests).

 

The exemption at section 43(2) is applied because it relates to a
commercial activity (involving potential student recruitment). The release
of the information into the public domain would be likely to prejudice the
commercial position and interests of the University. Releasing the
information would harm the University of York's commercial interests, in
disclosing detailed plans for student number growth, or contraction, which
can be used to infer strategy in relation to the competitive student
recruitment market, estates development and financial planning. This could
lead to significant financial repercussions given that student tuition
fees in the new funding regime represent a much larger portion of
institutional income and are an area of volatility.

 

As section 43 (2) is a qualified exemption, the University has conducted a
public interest test and has concluded that release of this data would
prejudice the University's commercial interests. 

 

The University recognises that there can be a public interest in
understanding Universities’ recruitment plans, patterns and trends.
However, release of the requested information would significantly weaken
our current position by allowing competitors to better understand our
market share strategies and adapt their own plans accordingly.
Consequently, the University's position in this competitive market would
be undermined as competitors would be able to tailor their own recruitment
strategies to match or exceed our own targets. 

 

In accordance with the provisions of section 17(4) of the Freedom of
Information Act this letter acts as a Refusal Notice in respect of the
information withheld under section 43(2) above.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted in writing to the Information Governance Officer
