Student and Staff Numbers by Headcount and FTE at Cardiff University 2015/16 and 2016/17
Dear Cardiff University,
I write to make a request for information under the Freedom of Information Act 2000. In your FOI response to another member of the public - (https://www.whatdotheyknow.com/request/s...) - you provided an overarching document which detailed student and staff numbers by school/cost centre. In respect of staff, in addition to providing totals for each of your colleges, you also sub-categorised these by grade, and by broad role type (i.e. academic staff, professional services/administrative support staff). Last year I sought further information from you that would add valuable detail to that document in relation to figures for the academic year 2017/18, for which I was most grateful. You provided a response which placed these figures into a word document table: https://www.whatdotheyknow.com/request/s.... The current FOI builds upon these.
INFORMATION SOUGHT
Using a very similar format, I seek figures relating to staff and student numbers in relation to the 2015/16 and 2016/17 academic years. Please do not merge the figures for 2015/16 and 2016/17. I would be grateful if information for each academic year could be reported separately (in separate word tables) so that information pertaining to each academic year can be evaluated separately.
1. Student Numbers - School level (2015/16 and separately, 2016/17)
(a) the total number of UG part-time students registered within each school (please breakdown by school);
(b) the total number of UG full-time students registered within each school (please breakdown by school);
(c) the total number of PGT part-time students registered within each school (please breakdown by school);
(d) the total number of PGT full-time students registered within each school (please breakdown by school);
(e) the total number of PGR part-time students registered within each school (please breakdown by school);
(f) the total number of PGR full-time students registered within each school (please breakdown by school).
2. Numbers of Academic staff - School level (2015/16 and separately, 2016/17)
(a) the total number of salaried academic staff within each school by head-count;
(b) the total number of salaried academic staff within each school by FTE (Full time equivalent) rather than head-count; these should then be separately broken down and sub-categorised by:
(i) the number of salaried academic FTE staff on research only contracts (whether through research funding buy outs or otherwise; please note that in practice while some falling under this category may choose to provide teaching for career development or other purposes, they remain principally, research only; post-doctoral researchers also fall under this category);
(ii) the number of salaried academic FTE staff employed on teaching and research contracts;
(iii) the number of salaried academic FTE staff employed on teaching and scholarship contracts;
(c) the number of part-time academic staff delivering teaching on short-term contracts (e.g. part-time teachers, including doctoral students).
*Please note that there is no need to breakdown any of the above by grade.
** Please note that a member of staff reported under one category (e.g. (i)) should not also be reported under a further category).
*** Please note that for these purposes doctoral students do not count as 'salaried academic staff' (even where they receive a grant or bursary) but they may fall within (c) above.

Thanks for acknowledging this request Ian.
Just as a point of clarification in respect of question 2(c) "the number of part-time academic staff delivering teaching on short-term contracts (e.g. part-time teachers, including doctoral students)".
It is possibly unhelpful of me to refer to these staff as 'part-time academic staff' as this would appear to confuse two categories. Instead if you could highlight under this category those who would fall under the term 'casual' staff - e.g. employed on hourly paid contracts for teaching.

Dear Ian,
Ha! And that was going to be the next email from me to you - with an apology for what is going to involve more work. Just to make sure that we're on the same page, I'll highlight my response below. I was hoping to be able to attach the excel workbook with parts highlighted and columns which show the lack of reconciliation between particular items (but can't find a way of me, as an FOI requester, being able to attach documents to you but here is what I wrote). So hopefully we're both looking at the same thing. Any need for clarification just let me know. Here's what I was going to write to you:
"I have now had the chance to look at the workbooks in more detail – and it hasn’t taken long to find that I need to come back to you with some concerns. There are what appear to be very major discrepancies with the numbers declared on the excel workbook for staff. In this respect, the item ‘academic’ staff is the most striking.
(1) Firstly, there are areas of the numbers where there are no data provided – this makes analysis from one year to the next harder – and in light of complete data from a prior FOI I am assuming that there are no obstacles to providing data in substantially the same way. I would be grateful if these gaps could be completed. I have marked some of these in yellow across the ‘Academic’ and ‘Support’ parts of the workbook.
(2) Before doing so however, it is likely that there are serious errors with the figures as they have been provided.
Taking Column (b) with Academic FTEs, the changes between 2016 to 2017 is reported as 7.2 FTE staff.
When adding together the FTE figures provided under (b) I, ii, iii and (c) – this produces a dramatically different figure. There is a very significant disparity between these. Unless there is another category of staff that makes up the difference that is not reported in this document (but if there is, I’d be grateful to learn what category of staff that is), then there are serious errors on these figures.
I suspect that the error lies in the figures provided under one specific column in particular – T&R numbers for 2016 under (b) I, ii, iii. In light of fairly constant figures from 2016 – 2017, and little in the way of movement in term of Research Only staff and T&S staff (at least on a comparative basis) the numbers here look very peculiar and suggest massive staff growth of T&R across much of the University – and in cases marked in green on the attached is effectively a doubling of staff numbers in that category. I anticipate that this is not likely – and indeed, such growth is not reflected in any of the supporting data.
I have added some illustrative columns to the right of the tables you provided to highlight how that disparity pans out. I have marked out where those disparities are the most profound. I cannot actually find any way of justifying the overall disparity. The FTE shift from table (b) states a rise of FTE staff by 7.2 whilst the summation of table (b) I, ii, iii and (c) results in an FTE rise of 351.03 academic staff. "
