Dear University College London,

I am requesting the following information under the Freedom of Information Act 2000:

- University College London's relationship to contracted halls, which halls are contracted with what contractor.

-What profit University College London makes from the relationship with these contractors.

-The fees for all student accommodation provided by University College London, according to hall and room type if possible, preferably in the form of a spreadsheet.

-The past fees for all student accommodation provided by University College London since 2008, including according to hall and room type if possible, preferably in the form of a spreadsheet.

-The projected fees for all student accommodation provided by University College London for the next five years, including according to hall and room type if possible.

-The surplus profit the University makes through all student accommodation provided by University College London.

-Minutes from any meetings where rent rises were authorised.

-The number of complaints regarding accommodation provided by University College London has received from students.

-The management costs of providing student accommodation for all student accommodation provided by University College London since 2008. Preferably in the form of a spreadsheet.

-The planned expansion of university accommodation buildings over the next five years.

-What accommodation is provided by University College London to staff.

-What fees do staff pay for the accommodation provided by University College London.

Finance.FOI Requests, University College London

Dear Mr Kershaw,

 

We have completed the compilation of information in response to your
request.

 

From our preliminary assessment, we estimate that compliance with your
request would exceed the appropriate costs limit under section 12 of the
Freedom of information Act 2000, which is currently set at £450
(equivalent to 18 hours work) by virtue of the Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004.

 

Section 12(1) states that:

 

“Section 1(1) does not oblige a public authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.”

 

The section 12(1) exemption applies because we estimate that to determine
whether we hold the requested information and then to locate, retrieve and
extract it, would take longer than 18 hours to complete. This is largely
because of (i) the wide range of information you have specified i.e. data
broken down by various categories; (ii) the broad temporal scope of the
request, i.e. some of the questions request data going back 10 years and
other questions ask for future forecasting for 5 years and (iii) the way
the information is held here at UCL which means that it is only accessible
via multiple databases and electronic sources that require manual
manipulation. All these factors contribute towards making your request a
complex one to meet.

 

We estimate that it would take approximately 25 to 30 hours to collate all
of the information requested. This would take us well over the appropriate
limit at which point the University is no longer obliged to process the
request. In accordance with section 12(1) the Freedom of Information Act
2000 this email acts as a Refusal Notice.

 

However, we are able to provide you with the following parts of your
original request:

 

- University College London's relationship to contracted halls, which
