Contact details for the other members of staff are exempt from disclosure
under FOI and the Council is under no obligation to provide a copy of the
requested information. Under Section 21 a public authority does not need
to provide information under the Freedom of Information Act 2000 if that
information is reasonably accessible to the applicant by other means. The
Council considers that the contact details provided on the Council's
website and available via the Council switchboard make the information you
have requested reasonably accessible.

The Council holds the information that you have requested, but the manner
in which it is held means there is no ready way of extracting it and to do
so would exceed the appropriate limit. Accordingly, the Council is not
obliged to comply with your request.
Section 12
In accordance with section 12 of the Freedom of Information Act 2000, we
are not obliged to comply with your request as the process of identifying,
locating, retrieving and, where appropriate, extracting the information
would exceed the 'appropriate limit' as defined by the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004. This is currently £450.
We estimate that to process your request and to identify the number and
cost of agency staff across this period would take in excess of 18 hours.
The information is not held centrally and the manner in which the Council
holds this information means that there is no way in which we can readily
extract the requested information. The only way to identify this would be
to search for this information across the records of each of the Council
departments. We conservatively estimate the process of identification and
extraction of the requested information would take at least 21 hours.
You may wish to narrow the scope of your request in order to try and bring
it within the cost limit.
