Subject: FOI - Structure Chart

Your request is being considered and you will receive a response within
the statutory timescale of 20 working days, subject to the application of
any exemptions. Where consideration is being given to exemptions the 20
working day timescale may be extended to a period considered reasonable
depending on the nature and circumstances of your request. In such cases
you will be notified and, where possible, a revised time-scale will be

Further to your request received on 12/12/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. Specifically, you have requested the following information:

"Please provide the organisational structure charts (including names, job
title, email address & contact numbers for Housing, Property &
Regeneration and ICT / Digital Business Systems / Transformation.

This may also include Digital Infrastructure, ICT, Communications,
Technology, Digital Transformation, Digital Programme, System
Implementation, Finance, Communities, Homelessness Highways, Environment,
Planning, Construction & Place directorates covering the following job
titles:

Director, Assistant Director, Head of Service, Service Manager / Senior
Managers, Analyst."
 

This information is exempt from Croydon Council under Section 21 of the
Freedom of Information Act 2000, ‘Information reasonably accessible to the
applicant by other means’.

Section 21 is an absolute exemption and therefore does not require the
public interests balancing test to be applied. Croydon Council structure
charts and contact numbers are in the public domain and can be found on
the Council’s website via the following links:

All email addresses for employees of the council
are [3][email address].

Furthermore, it has been the custom and practice for the Council to
generally only release the names of staff down to ‘Head of Service’ level,
which the Council considers meets the Transparency Code issued by the
Secretary of State for Communities and Local Government. Therefore we will
not disclose the names of any officers below HOS level.  Furthermore the
council considers that this position is consistent with guidance issued by
the Information Commissioner, including a Decision Notice issued in
respect of a similar request FS50276863.
