Streetworks Request

Alex made this Environmental Information Regulations request to South East Water
You only have a right in law to access information about the environment from this authority

Response to this request is long overdue. By law, under all circumstances, South East Water should have responded by now (details). You can complain by requesting an internal review.

Dear South East Water,

Please provide a list of all street works that commenced in the month of March 2017 and last in excess of 28 days.

Please ensure this information includes the start date, end date (provisional if works are on-going) and the location.

I look forward to hearing from you.

Yours faithfully,

Alex

Dear Mr Truillet

I am requesting an internal review of the decision in this request.

As a student, I do not have £75 to gather this information, even if you have the option to charge for this information.

Further to this, an estimation that it will take 3 hours seems a gross exaggeration. My coursemate managed to manipulate the entire data of Yorkshire Water’s works in 2016 in less than 15 minutes. From this they were able to ascertain all of the requested information. Perhaps simply providing me with the spreadsheet in its basic format, so you do not need to carry out the work yourself, would be better and cheaper?

I am concerned at the suggestion that this piece of work would take an estimated 3 hours, and the requested funding for this is excessive.

Therefore, please review this request.

Kind regards

Alex

Dear Alex

Thank you for your email.

To determine which street works commenced in the month of March 2017 and
last in excess of 28 days to include the start date, end date (provisional
if works are on-going) and the location, is not something that South East
Water produces a report on as it is not required for its business
purposes. Whilst we have the data it has to be collated manually.

Street works with a duration exceeding 21 days require a 3 month advanced
noticed to be submitted, therefore our highways team has to search through
every job that has been applied for one of these notices for works to be
completed in March.

I set out a screen shot of what the search criteria is. We cannot search
by duration, only by major permits which could be anything over 11 days or
with a planned road closure, of this total you can see below that there
are 1957 records to look through and copy and paste each piece of
information individually onto a spreadsheet.

Based on previous requests we have a very accurate idea of how long this
will take and our highways team quoted 3 hours to produce this report. I
did not include any of my time in reviewing the report produced, redacting
any personal information and preparing the letter and response to you.
This is usually approximately 2 hours.

If another company has been able to provide you with this information in
less time it may be that they have a different system or other reports
already set up for this that enables them to do this. However, as
mentioned above we have no need for our business to produce such a report
so can only do so manually if requested by others under the EIRs.

I therefore look forward to hearing from you with your payment upon which
we shall happily proceed with formulating the response for you.

Kind regards
