Dear Mr Knight

I have been asked to respond to your enquiry about whether you could sell
leaflets in Chichester city centre.

The situation is not straightforward I'm afraid.  Generally the answer is
no because of street trading restrictions in force but there are some
exemptions for the sale of newspapers.  It would depend upon what your
leaflets contain as to whether they come within this exemption.  It is
unlikely that they will but if you want to send me one I can consider the
matter further.
