Street Lights dataset

We're waiting for Luca Palkovits to read a recent response and update the status.

Dear Aberdeen City Council,

I would like to request a dataset which contains all the street lamps managed & maintained by Aberdeen City Council. If possible, I'd like the dataset to contain the precise GPS location of the street lamp, their column height, lamp type & wattage, and if there is any other information you're happy to include I would also appreciate that.

Dear Luca Palkovits,

Thank you for your information request and please accept our sincere
apologies for delay in providing you the response. We have completed the
necessary search for the information requested. Our response is now
detailed below.

I would like to request a dataset which contains all the street lamps
managed & maintained by Aberdeen City Council. If possible, I'd like the
dataset to contain the precise GPS location of the street lamp, their
column height, lamp type & wattage, and if there is any other information
you're happy to include I would also appreciate that.

Please note although all the information asked for is held within the
Confirm Asset Management system, it is not possible to run one report to
cover all aspects due to the volume of data included in the search. This
has been tried in the past and found to crash the system after waiting
while the system attempts this.  There are a total of 37886 street
lighting assets and each attribute will need to be searched separately to
avoid crashing the system whilst others within the Council continue to use
it. To get all the information requested would involve carrying out 15
separate searches and then collating into an Excel sheet. This would then
require verifying to make sure that the correct information sits in the
correct column.

It would take approx. one hour to run all the reports and save the
information in Excel format. All the separate files then require to be
collated onto one spread sheet with cross checking required to make sure
the data was correct. To check the data for 568,290 entries, it will take
conservatively approx. 35 hours. In the meantime, for the period of the 5
days expected to create this list, service would be reduced by one third
where a reduction in our statutory compliance would be incurred.

ACC is unable to provide you with information on above required
information as it is excepted from disclosure. In order to comply with its
obligations under the terms of Regulation 13 of the EIRs, ACC hereby give
notice that we are refusing your request under the terms of Regulation
10(4)(b) – Manifestly Unreasonable - of the EIRs.

The Access to Information Team would be happy to discuss ways in which you
may refine your request, so we can provide some information of interest to
you within the maximum cost limits. For example, by reducing the size of
the area into a more focused and manageable size which would reduce the
time required to retrieve the data. 

We handled your request for information in accordance with the provisions
of the Freedom of Information (Scotland) Act 2002.

If you are dissatisfied with the way we have handled your request or the
content of it, you are entitled to ask for an appeal. You can do this from
