Street Lighting - Hollycroft
Dear Hinckley and Bosworth Borough Council,
A number of the lampposts along Hollycroft show a sign that points out they only operate part-time overnight.
1. During what hours do they operate each day of the week?
2. Are these times changed through the year as hours of daylight reduce?
3. What is the cost benefit case? i.e. What was the setup cost, what savings will be made and when will the investment break-even?

Unfortunately, I am not obliged to process this as it is not deemed to be
a valid request under the Freedom of Information Act 2000; you have not
given a full and correct name as the applicant.
Section 8(1)(b) of the FOIA requires that a request for information must
include the real name of the requester.
According to guidance from the Information Commissioner’s Office, if the
requester: fails to provide a name; can’t be identified from the name
provided (for example because they have only used their first name or
initials) or is using an obvious pseudonym, then their request won’t meet
the requirements of section 8(1)(b) and will technically be invalid.
I cannot process your request for this reason. If you were to resubmit
your request using a correct name, I would be happy to reconsider.

Council. Street lighting is the remit of Leicestershire County Council.
You may wish to resubmit your request to them. However, I would suggest

Dear Faye Biddles,
I would refer you to the ICO which states that :
"In most cases, authorities should consider FOI and EIR requests without reference to the identity or motives of the requester. Their focus should be on whether the information is suitable for disclosure into the public domain, rather than the effects of providing the information to the individual requester."
so the suggestion you have made here is irrelevant unless you can call upon one of the handful of exceptions.
