Street lighting Faults

We're waiting for Ian Bolton to read recent responses and update the status.

Dear Bolton Metropolitan Borough Council,

I understand the majority of streetlights under the control of the Authority are managed by a CMS control system.

1. Please supply details of the system/s installed and or in operation in the borough.
Please include make/model/and numbers of units controlled

2. Please advise details of the control / switching arrangements for new or replacement installations, make / model etc. Please advise if the criteria dictating which system is installed.

3. I understand these CMS systems provide reports to the authority of faults.
A) Are these faults automatically scheduled for repair / engineer visits, or is staff intervention required?
B) I note some lamps appear with faults seemingly indefinitely. How often is date collected and put out for repair?

4) Please supply a list of current faults recorded on the CMS systems.

5) Please supply the number of faults recorded on an annual basis from 2012.

Our response
In accordance with Section 1 (1) of the Act the Authority has a duty to
confirm whether it holds the information of the description specified in
the request and if that is the case, to have the information communicated
to the requester. Some of the information you have requested is exempt
from disclosure under the Freedom of Information Act 2000 (“the Act”).
Section 17 of the Act provides that when refusing a request, Bolton
Council must provide a notice which (a) states that fact, (b) specifies
the exemption in question, and (c) states (if that would not otherwise be
apparent) why the exemption applies.

 

For Q5, we consider that the exemption under section 12(1) of the Act
applies. Section 12(1) of the Act provides that a public authority may
refuse to comply with a request for  information where the cost of
compliance is estimated to exceed a set limit known as the appropriate
limit. This limit applies where the cost of providing the information
would exceed £450, which is equivalent to 18 hours work.

The 18 hours includes the time taken to:

•                 Determine if we hold the information

•                 Locate the information

•                 Retrieve the information

The Act does not oblige us to comply with requests that exceed this
amount. 

 

The information you have requested for Q5 is not held in an easily
retrievable format.  To retrieve this information would mean checking
historical information and interrogating manual systems to retrieve this
information. We estimate it would take us over the statutory times to
retrieve this information. Accordingly, In accordance with the Act, this
constitutes a part refusal notice for Q5 of your request.

 A. Yes, but at the moment we have vacancy for the role of CMS Officer
whose duty is to overlook the two systems on a daily basis, once the
post is filled it will be back to a automatic schedule. In the
meantime, we now act upon on visual CMS checks and incoming reports
from the public via the Councils Streetcare Team to distribute any
faults.

 

 B. All faults are reported to the Street lighting maintenance team who
decide on how the works is delivered dependent on the fault, such
faults could be that of a third party such as ENW Ltd DEAD supplies to
which the council has no control over. The street lighting maintenance
teams also may have issues around accessibility  relating to
Junctions, parking issues and annual road closures etc.

 

4)         Please supply a list of current faults recorded on the CMS
systems.

 

            Vizion CMS faults 13/06/22

Lamp aged lamp shutdown - 19 node(s)
Ballast timeout - 34 node(s)
Node uhf comms failed - 543 node(s)
Ballast low lamp volts shutdown - 3 node(s)
Ballast strike fail shutdown - 59 node(s)
RSMS-1 Aged Lamp Shutdown Restrike Attempt - 4 node(s)

 

138 outages the 543 nodes uhf comms failed will operate on its last
command in relation to switching before its failure kicked in. 

 

            Please see attached document for faults of the second system

from 2012.
