Street Light Repair on Merry Hill Road in Bushey

Dear Hertfordshire County Council,

The street light in Bushey on Merry Hill Road which is the first one on the right hand side of the road, with Bushey Academy behind you is faulty. It has been faulty for over a year and each time it is reported, you close down the fault report and deem it to be safe.

I have now witnessed an incident where a pedestrian tripped and fell, cutting her forehead quite badly. This is because the pavement is poorly lit anyway, and without this streetlight, it is very dangerous. The pavement is on an incline and there are often branches and debris from the foliage and trees above.

1) I would like to know why this light has not been repaired?
2) When will the light be repaired?
3) Can you please provide evidence of the risk assessment showing that this light not working leaves the pavement safe for pedestrians, on a reasonably busy pavement. It provides access to the school, parking for church go-ers, and people walking to Attenborough Fields.
4) How much is the council saving by not fixing the lights?

On 24^th November 2017 Hertfordshire County Council received the following
request for information from you:

Your request for information has been considered under the Environmental
Information Regulations 2004 and I can respond as follows:

 

1.  Upon checking our records it appears that your request is concerning
light column LP2. The issue with this particular column is that the UK
Power Network (UKPN) cable was removed and neither the County Council or
our contractors have been unable to ascertain who instructed the work to
take place. Our contractor is currently attempting to get UKPN to
re-install the supply.

 

2. Our contractor will work with the developer to amend this situation in
the New Year.

 

3. The County Council does not hold a risk assessment in relation to this
light column. We do aim to respond to all reported street lighting faults
with 20 working days of the fault being reported, and this should be
achieved unless there are circumstances outside of the council’s control,
for example, faults which have developed on the electricity company’s
underground network. Unfortunately, on this occasion, the faulty street
light could not be repaired within the 20 working days, as our contractor
is trying to ascertain who authorised the removal of cable to the light
column and also to get it re-installed.

 

4. The County Council do not make any financial savings as a consequence
of not repairing faulty street lights within the 20 working day period.

Your response suggests that the issue will be looked into, yet over the past eighteen months, every report that has been put in by me and my neighbours shows that you have deemed the issue as being safe and no further action is required.

As you have deemed it to be safe, can you let us see the risk assessment?

I would like to request an internal review of the handling of this request and the failure to provide a risk assessment. This is in spite of repeated attempts over the past eighteen months requesting that the street light gets repaired, but being told by Hertfordshire County Council that this faulty street light is considered safe and that it is being treated as low priority. If you considered it to be safe, then you should have risk assessed it.
