Dear Hertfordshire County Council,

Council tax has gone up dramatically over the past few years and residents rightfully feel that they no longer get value for money. An example is the lack of repairs to street lights.

The street light on Merry Hill Road opposite the Bushey Academy, (known as street light 2 on your web portal) has been faulty for many months. Every time the light is reported as faulty, the report is cleared down and no repair is being made.

Is the council intending to repair this street light?
What is the SLA to repair this street light?
How long have you known that the street light has been faulty?

request for information from you:

Your request for information has been considered under the Environmental
Information Regulations 2004. I can confirm that Hertfordshire County
Council does hold the information you have requested and can respond as
follows:

 

Is the council intending to repair this street light?

Street Lighting Column 4U135-LP-0002 Merry Hill Road, Bushey has been
inspected and tests indicate that there are no faults with the lighting
column, however, the UK Power Networks (UKPN) power supply cable has been
removed. There is the possibility that as yet  unidentified defects with
the column may become apparent once UKPN reconnect the power supply.

 

What is the SLA to repair this street light?

Ringway, the Hertfordshire County Council  (HCC) Highways maintenance
contractors, have a Service Level Agreement (SLA) of repairing 98% of
street lights on unclassified roads within 20 working days. There are no
SLA’s with UKPN for the repair of cable defects.

 

How long have you known that the street light has been faulty?

A public  report of the street light being out was received by HCC
Highways  on 14^th November 2016, and  inspected by Ringway on 5^th
December 2016.  The defect was passed to UKPN and their first inspection
was on 5^th January 2017. Further site inspections carried out by Ringway 
have been on 6^th January 2017 and on 27^th February 2017.

Ringway emailed UKPN, on behalf of HCC, on 07^th March 2017 requesting an
update on progress.  As of 16^th March 2017, we have received no reply.
