I am contacting you to request the following information regarding stray dogs.

• How many stray dogs entered pounds between 1st January 2010 and 31st December 2010?
• How many of these were reclaimed by their owners?
• How many were adopted from the pound?
• How many went to an animal rescue?
• How many were euthanized?
• What happened to any remaining dogs that did not fall into above categories?

I am writing to confirm that we have now completed our search for the
information you requested on 18th March 2012. A copy of the information
is listed below.

- 500 stray dogs entered pounds between 1st January 2010 and 31st
December 2010.

- 199 stray dogs were reclaimed by their owners.

- 263 stray dogs were adopted from the pound.

- 74 stray dogs went tithe following animal rescue centres: Dogs Trust;
RSPCA; Animal Care Lancaster; Bleakholt; and Cheshire Dogs Home.

- 37 stray dogs were euthanized.

- n/a

If you have a complaint about the handling of your request you may ask
for an internal review and you should submit this in writing to: Council

There seems to be a mathematical problem here, we start with 500 stray dogs.

Then we have :-
199 stray dogs
+
263 stray dogs
+
74 stray dogs
+
37 stray dogs
Total 573 stray dogs

Suddenly we have another 73 stray dogs from nowhere.
Please explain the discrepancy.

There are many local councils whose numbers dont appear to add up. The records are often kept in different ways and the total stray number given is sometimes not actually the total strays, just those who made it to the pound/holding kennels (some dogs are known and are returned without being taken to the pound).

Also the pts number is often misleading, as if rescues didnt take some of the dogs from the pounds I'm absolutely certain the total would be a lot higher.

This council has breached several parts of FoIA.
They have breached parts of section 1 section 10 section 17.

The council should have responded to you within 20 working days and they have failed to do so.

It is important that you now make a complaint about this to the Information Commissioner.

In that complaint you need to make it clear that you want the Information Commissioner to issue a Decision Notice which they must do if you ask them to.

This Decision Notice is then an official public record published on the ICO's website.

A complaint can be sent directly to casework@ico.gsi.gov.uk saying that the council did not respond in the time period allowed include the link to this page as the history.

Dear Ms Bottle,

 

The reason why the numbers do not add up is because the 74 dogs which went
to the animal rescue centres are included already in the overall total of
263 adopted dogs. In any event, there was an inaccuracy of one for which I
apologise, therefore may I confirm the correct numbers as follows:

 

- 499 stray dogs entered pounds between the 1^st of January 2010 and the
31^st of December 2010

 

- 199 stray dogs were reclaimed by their owners

 

- 263 stray dogs were adopted from the pound, of which 74 went to a number
of animal rescue centres including Dogs Trust, 

      RSPCA, Animal Care Lancaster, Bleakholt and Cheshire Dogs Home.

     

- 37 stray dogs were euthanized
