Freedom of Information Act 2000.

 

In your enquiry you have requested the following information:

 

What is the salary package for Sue Barton who recently joined POL on the
Executive Committee as Strategy Director.

 

Who did Sue Barton replace.

 

I can confirm that we do hold the information you have requested on salary
package, However, Post Office Ltd believes that information about specific
salary details for employees, is the personal data of the employee. Post
Office Ltd considers that the individual concerned had no expectation that
this information would be released into the public domain and to do so
would be an unwarranted intrusion. In this respect Post Office Ltd relies
on the exemption contained in Section. 40 (2) of the Freedom of
Information Act, which concerns personal information.  Post Office Ltd
believes the disclosure of this information would contravene data
protection principles – disclosing such information would be likely to
breach the principle of fair and lawful processing.

 

In respect to the second part of your request I can inform you that the
Strategy Director role is a new position;

I am writing to request an internal review of Royal Mail Group Limited's handling of my FOI request 'Strategy Director'.

The Government document Securing the Post Office Network in the Digital Age set out the current and future levels of Government financial support for the Post Office Network. They have already committed to a subsidy for the Post Office of £180 million in 2011/12. As part of the Spending Review, Government made the decision to make sure that Post Office Ltd had the money it needed to modernise, and they are committing £1.34 billion of funding over the four years of the Spending Review period to March 2015. The package averages out at over £330 million a year, which is more than double the subsidy paid to the Post Office for the past two years. I would therefore ask you to reconsider my request, I think it only right that I learn how much a Post Office director is being paid. Also was this position advertised publicly?

I am writing in response to your email to Post Office Limited dated 05
October 2012, in which you requested an internal review of our response
dated 05 October.

 

In your request, which you submitted on 07 September, you asked for the
following information;

Ms Moodie’s letter of 5 October explained that information relating to Sue
Barton’s salary package is exempt from disclosure pursuant to Section 40
(2) of the Freedom of Information Act. Post Office Ltd believes the
disclosure of this information would contravene data protection
principles: disclosing such information would be likely to breach the
principle of fair and lawful processing. In the same letter, Ms Moodie
also confirmed that the Strategy Director role is a new role.

 

In your email of the 05 October you have argued;

In line with the requirements of the Freedom of Information Act and the
associated Code of Practice, we have carried out a thorough review of your
request.

 

With respect to your statement on public funding, BIS, the Department for
Business Innovation and Skills is very clear in the Key Government
Commitment that the £1.34 billion is for Post Office Ltd to modernise its
network and safeguard its future. It does not relate directly to the
salary of the Strategy Director, but to a number of different business
activities some of which were blueprinted before the Strategy Director was
appointed. The key Government commitments are described within the
Securing the Post Office Network in the Digital Age publication you have

Post Office Ltd recognises that there is genuine public interest in its
operations. However we do not believe that the interests of individuals
working within Post Office Ltd or the interests of the public are best
served by disclosing individual salary details, where that information is
not routinely published. Sue Barton had no expectations that this
information would be publically disclosed at the time of joining Post
Office Ltd. Our position is supported by the Information Commissioners
Guide on “Requests for personal data about public authority employees”

 

Post Office Ltd now operates as an independent business from Royal Mail
and will  routinely publish its’ Annual Report and Accounts from 2013,  as
described in its publication scheme available at

and Accounts will contain the remuneration details of the Post Office Ltd
Board, and will include the salary details for Paula Vennells, Chief
Executive and Chris Day, Chief Financial Officer, who both also sit on the
Post Office Executive Committee.

 

Paula Vennells’ salary information has previously been published in Royal
Mail Group’s Annual Report’s, the 2011/12 Annual Report is available at;

Post Office Ltd believes that it is sharing salary information in a
responsible way, and that there are no such exceptional circumstances
which would justify publishing exact salaries for those not routinely
published.

 

However, Post Office Ltd would be happy to share the mean average of the
salary of the Post Office Executive Committee, which the Strategy Director
sits on. If you would like to be provided this this information please let
me know by emailing via [4][email address], and I shall make sure
the information is provided. 

 

In addition to the questions you raised in your original request, you have
asked a further question “was this position advertised publicly?” I can
advise you that the role of Strategic Director was not advertised
publicly. Sue Barton was well known to Post Office Ltd before her
appointment to Strategy Director, through her knowledge and experience as
a leader in her field of expertise and through previous work with Post
Office Ltd. 

 

I am sorry that your request could not be met on this occasion but hope

Post Office Limited does not hold the information you have requested, no
salary scale exists. However, if it would help I can provide you with the
salary range for the Post Office Ltd Executive Committee; the salary range
is £100k to £255k per annum with a median for the salary range of £160,127
per annum.
