STP Footprints

A Thompson made this Freedom of Information request to NHS England This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was successful.

Dear NHS England,

1. Can you please provide me with an updated list of all STP footprints and the associated NHS Trusts and CCGs included within each - inclusive of the mergers that have occurred since their original formation.

I understand that a list of STPs is available, however when comparing the information held to STP plans some information is contradictory and i would like a confirmed list. Ideally, can this document be provided in an excel format

2. NHS England published an STP Progress Dashboard, within which you calculated each STPs "CCG/Trust performance vs. Financial Control Totals" - can you please provide the (£) values associated to the calculation - the aggregate CCG revenue resource limit and the aggregate CCG and provider over/under performance against control total

Yours faithfully,

A Thompson

Dear Sir or Madam,

Re: Freedom of Information request (Our Ref: FOI-055290)

Thank you for your Freedom of Information (FOI) request dated 02 January
2018.

Your exact request was:

“1. Can you please provide me with an updated list of all STP footprints
and the associated NHS Trusts and CCGs included within each - inclusive of
the mergers that have occurred since their original formation.

I understand that a list of STPs is available, however when comparing the
information held to STP plans some information is contradictory and i
would like a confirmed list. Ideally, can this document be provided in an
excel format

2. NHS England published an STP Progress Dashboard, within which you
calculated each STPs "CCG/Trust performance vs. Financial Control Totals"
- can you please provide the (£) values associated to the calculation -
the aggregate CCG revenue resource limit and the aggregate CCG and
provider over/under performance against control total”

NHS England holds information in relation to your request.

Sustainability and Transformation Partnerships (STPs) are not statutory
organisations, but a new way for the NHS and local government to work
together.

The local statutory architecture for health and care remains, as do the
existing accountabilities for Chief Executives of provider organisations
and Accountable Officers of CCGs and Providers. Organisations are still
accountable for their individual organisational plans, which should form a
part of their STPs plan.

Further information can be accessed on our web page:

[1]https://www.england.nhs.uk/systemchange/

Please see attached for a report that features a list of STP footprints
and their associated NHS Trusts and CCGs.

Please note the attached report does not include STP partners outside your
request, e.g. local authorities, charities, and non-NHS providers
represented within each STP footprint.

You also requested source data on the construction of the finance metric
in the STP Dashboard.

NHS England’s published the methodology for version 1 of the STP Dashboard
outlines how the finance metric was constructed. The document is available
on our web page:

[2]https://www.england.nhs.uk/wp-content/up...

The source data for the numerator:

·         Financial commissioner reports

[3]https://www.england.nhs.uk/publications/...

·         Provider financial reports

[4]https://improvement.nhs.uk/resources/qua...

The figure used for the STP dashboard is the forecast out turn Control
Total basis excluding STF. The figures quoted by Trust in the Q2 Report
(section 3) are including STF but the value of STF is also quoted
separately for both plan and actual in the same data table.

The source data for the denominator:

In year Revenue Resource Limit allocations for 2016-17 attached. Please
note there figures are adjusted for any in year allocations and therefore
will differ from published CCG allocations.
