I suspect the auto-response has come from just one staff member's account to which incoming mail is delivered. I don't think any action is needed.

I am writing to request an internal review of handling of my Freedom of Information request for the "minutes of meetings of the STP board which have been held to-date; along with the agenda for any upcoming meeting(s)" which I sent on 14 December 2017.

I would like the application of the exemption in Section 36 of the Freedom of Information Act 2000 to the entirety of the material requested to be reconsidered.

The blanket application of the exemption to all the material requested appears excessive. I would expect the provision of a redacted version of the material requested to be provided if exemptions were to be applied to justify the withholding of elements of the requested material.

I note the blanket application of the exemption means, for example, even the identities of the board members and if they attended the meetings or not is being withheld.

Thank you for your e-mail.

I acknowledge your request (received on 20 February 2018) for the CCG to carry out an internal review into the handling of your recent Freedom of Information request (Ref FOI 259-17/18). I can confirm that a review will be carried out in line with the Code of Practice under Section 45 of the FOIA.

The FOIA does not stipulate a mandatory time limit for completion of an internal review but the Information Commissioner’s Office guidance indicates a reasonable time is 20 working days from the date of the request for a review although in exceptional cases it may be reasonable to take longer - although this should not exceed 40 working days. The CCG will respond in accordance with this guidance.

I just wanted to update you on the progress of your FOI appeal (Internal review) (re FOI 259-17/18).

The CCG has not yet completed its review. I apologise for the delay but can assure you the matter is being progressed and the outcome will be reported to you as soon as possible. As you know the STP comprises various organisations from across the local health system, and it is therefore necessary for us to liaise with these organisations as part of this process.

ICO guidance indicates a reasonable time to complete an internal review is 20 days from the date an appeal is made, although in some cases it may be reasonable to take longer (but should not exceed 40 working days from the date of the review). Our intention was to respond within the 20 days, (which elapsed on 20 March 2018), but due to the reason given above additional time to complete the process is now required.

I will obviously keep you informed of progress.
