Following our conversation today, I looked into your request further. I
would like to ask for some more information from you if possible?
 
Your original request asks for all emails/memos relating to the “release
of information in the STP”. However, following our telephone call earlier
today I believe (please correct me if I am wrong) you are looking for
information regarding who has ownership of the plan and find out what
questions have been asked by PCCG when putting the plan together.
 
Your original request appears to be asking about the CCG’s role in
decisions about publicising the STP, whereas our conversation today led me
to believe that you are looking for information relating to the CCG’s
influence in terms of actually producing and shaping the plan.
 
Please could I ask you to clarify what information you need, or narrow
your request to a specific subject area so that information is easier to
locate?

Dear CCG FOI,

You requested some clarification from me.

What I'm attempting to do is piece together precisely what input was given by PCCG and PH NHST to the STP, and also have access to the discussions between PCC, PCCG and PH NHST about the STP.

The reason is that the content of the STP is at best questionable in terms of whether it is deliverable - running a project that costs nothing (no resources, no capital) but saves £10m a year is hard to credit, for example, and so I seek to establish how closely the organisations worked together and the level of dialogue that existed around the STP up to December 2016. If PCCG were, for example, the author of that part of the STP then I would want to ask them about it.

As you know, I have a long list of questions about the STP and these might, as you have suggested, be better asked in the context of a face to face meeting rather than e-mail volleyball.

So to be clear: What dialogue in written form has occurred between PCC, PCCG and PH NHST regarding the HIOW STP before December 2016? It is likely that this will include items that will become a part of the STP as well as discussion of other parts of the STP or indeed its structure, timeline, or accuracy (though not limited to these).

Everyone knows that the STP in its current form is both out of date and undeliverable - the Project Director said so in public last week - and we know now that it is estimated to be a ten-year plan and not a five-year plan.

I'm trying to establish ownership, the name of the person representing PCC, PCCG and Portsmouth Hospitals NHS Trust to the STP, so that they may be held accountable.

The STP represents a multi-billion pound spend and yet it appears to have no public accountability, our local HealthWatch team hadn't read it when I spoke to them three weeks ago, there is no Quality Assurance, no 'proper' project plan, no measurables, no solid deliverables. You can see why I'm seeking to determine the accountable individuals.
