Dear Russell Scott,

I refer to your request for environmental information submitted to
Yorkshire Water dated 22 July 2023.  

We have reviewed your request for the storm overflow action plan, under
the Environmental Information Regulations 2004. 

12.—(4) For the purposes of paragraph (1)(a), a public authority may
refuse to disclose information to the extent that—

(d) the request relates to material which is still in the course of
completion, to unfinished documents or to incomplete data

Whilst there may be some public interest in providing this, the benefit of
this does not outweigh the potential consequences of presenting the full
picture..

This exemption outweighs the public interest in disclosure and will
consequently not be disclosing the data you have requested on this
occasion.

In accordance with the Environmental Information Regulations 2004, if you
are not satisfied with the reply to your request you can ask for an
internal review.  A request for an internal review must be submitted
within 40 working days by contacting the Data Protection Team.

If you are not satisfied with the outcome of the internal review you have
the right of appeal to the Information Commissioner who can be contacted
