Do you mean the access to the garages at the top, eastern end, or somewhere else along the road ?

Are you puzzled because you're thinking of the London Gazette as a London newspaper? It isn't; it's an official government publication (though I think nowadays actually outsourced) for statutory notices:

It appears to be the garages area adjoining Kennedy Park.

A likely consequence of this order may be the preventing of public pedestrian access from Pemberton Road into Kennedy Park.
