NEWHAM STOPPING UP OF HIGHWAYS (HIGH STREET NORTH, MANOR PARK,
LONDON E12) ORDER 2023
The Council of the London Borough of Newham makes this Order in exercise of its powers under
section 247 of the Town and Country Planning Act 1990, and of all other enabling powers:-

This Order authorises the stopping up of highway, as shown hatched black on the Deposit
Drawing and described in the Schedule of this Order, in order to enable the Development to be
carried out in accordance with planning permission
21/01737/LA3 granted by the London
Borough of Newham under Part III of the Act.

Where immediately before the date of this order there is any apparatus of statutory undertakers
under, in, on, over, along or across any length of highway authorised to be stopped up pursuant
to this Order then, subject to section 261(4) of the Act, those undertakers shall have the same
rights as respects that apparatus after the highway is stopped up as they had immediately
beforehand.
3. In this Order –
(i)
the “Council” means the London Borough of Newham;
(ii) the “Act” means the Town and Country Planning Act 1990;
(iii) “Deposit Drawing” means the drawing marked “Highways within the London Borough of
Newham”, placed at the Deposit Venue for the Deposit Period;
(iv) the “Deposit Venue” Newham Town Hall, Barking Road, London, E6 2RP;
(v)
the “Deposit Period” means the period from 24th May, 2023 until 21st June, 2023;
(vi) the “Development” means Demolition of existing building and erection of three blocks
comprising an eight storey building, a part two/part three/part seven storey building and a five
storey building to provide a replacement gym (Use Class E (d)) and 81 affordable residential
units (Use Class C3). Proposal to include associated landscape improvements, cycle parking,
car parking and refuse storage;
(vii) Any distances quoted are approximate and measured along the centre line of the highway in
question.

This Order shall come into force on the date on which notice that it has been made is first
published in accordance with section 252(10) of the Act, and may be cited as the Newham
Stopping up of Highway (High Street North, Manor Park, London E12) Order 2023.

SCHEDULE
Description of highway to be stopped up
The highway and land designated as highway to be stopped up is in the London Borough of Newham.
It is hatched black on the Deposit Drawing and described as follows:-
Area of public highway adjacent to Church Road, having an approximate length of 14.165m and
width of 1.977 at western end to 2.089 at eastern end, from 19.278m to Snowshill Road western
kerbline to 5.111m to Snowshill Road western kerbline.
