Stolen Vehicle Recovery

The request was partially successful.

Dear West Midlands Police,

I refer to my request at:

https://www.whatdotheyknow.com/request/s...

q10 was not specifically addressed. Please can you advise what information is held, how it is held and how this could be provided and ideally provide same in excel format month on month from 01/01/2018.

I am assuming a report could be run to determine the number of thefts placed to PNC LoS and the number removed, that there will be records of crimes reported and their status. How is such information held and what can be provided?

Yours faithfully,

Phil Swift

Dear West Midlands Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of West Midlands Police's handling of my FOI request 'Stolen Vehicle Recovery'.

This is a new request, not an appeal. For clarification, to explain why it was necessary to make the request and avoid any suggestion of duplication, I have referred to the original/. However, the request requests information from 01/01/2018 to dates and has a different title.

The request, being new, did not require you to use an alternative e-mail address. The WDTK address for today's request, is accepting correspondence , forwarding same and I was alerted to your update. Indeed, you have been able to posted your response in the thread because it is new, live.

I am seeking an internal review of your refusal to act upon my new request

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Phil Swift

Should you wish to proceed with this new request, please outline specifically what it is that you require. Please note that the force will not cross reference other requests or sites in order to try and interpret what is required.
After receiving your reply, your request will be considered and you will receive a response within the statutory timescale of 20 working days, as defined by the Act, subject to the application of any statutory exemptions. If you choose not to respond to this correspondence within 40 working days then your request will be closed.

I hope that this is of assistance

Yours Sincerely
Mrs R Williams

RESPONSE

Of the vehicles stolen 2015, 2018, 2019 &2020, please provide the recovery
statistics you possess and advise how these are recorded, accessed. Please
can you advise what information is held, how it is held and how this could
be provided and ideally provide same in excel format month on month from
01/01/2018.

Please find attached (578A_21_attachment.xls).

I am assuming a report could be run to determine the number of thefts
placed to PNC LoS and the number removed, that there will be records of
crimes reported and their status. How is such information held and what
can be provided?

The following response has been provided by our PNC Bureau in relation to
this question:

“In respect of stolen vehicle reports we place a stolen report on PNC and
do use the crime number for the reference number, we do not however then
monitor any recovery information, once the vehicle is recovered we place a
found report on the vehicle which stays on PNC for a couple of weeks but
then weeds off.

Where a vehicle is recovered outside our force area we will not
necessarily have any involvement in recording that and whilst we do get a
message switch from Hendon which used to go to OCU crime admin staff from
the FCC that process discontinued some time ago when FCC turned off their
message switch system.

In essence we can state how many vehicles are currently reported stolen on
PNC and give an idea of how long they have been outstanding but we keep no
records of how many have been reported or recovered as once the report is
removed from PNC we have no record of it having been on.”

With regard to the attached data, every effort is made to ensure that the
figures presented are accurate and complete. However, it is important to
note that these data have been extracted from a number of data sources
used by forces for police purposes. The detail collected to respond
specifically to your request is subject to the inaccuracies inherent in
any large scale recording system. As a consequence, care should be taken
to ensure data collection processes and their inevitable limitations are
taken into account when interpreting those data.

The figures provided therefore are our best interpretation of relevance of
data to your request, but you should be aware that the collation of
figures for ad hoc requests may have limitations and this should be taken
into account when those data are used.

If you decide to write an article / use the enclosed data we would ask you
to take into consideration the factors highlighted in this document so as
to not mislead members of the public or official bodies, or misrepresent
the relevance of the whole or any part of this disclosed material.

As recommended as good practice by the Information Commissioner’s Office a
version of this response may be published on the West Midlands Police
website.
