Dear Emma Burgess,

Thank you for your request for information, which was received on 3
January 2020. You requested under the Freedom of Information Act 2000

“Copies of any emails or letters or meeting notes since July 24th, 2019 to
date between ESFA and Cotham Academy Trust/ Cotham School (including any
representatives acting for the school such as Governors in relation to:

* The Pavilion Building at Stoke Lodge Playing Fields, Stoke Bishop

* The CIF Grant Funding application for Stoke Lodge Playing Fields.

My query relates specifically to any correspondence or communications
with regard to the:

* Rejection of the appeal with the Planning Inspectorate

* Any communications regarding works proposed, planned or queried with
or without planning permission

* Any communications regarding the schools planned use of the funds,
refunds or any other matter relating to this grant fund”

I have interpreted your reference to the Education and Skills Funding
Agency (ESFA) in your request as being the Condition Improvement Fund
(CIF) team who administer and monitor applications to and grant funding
from CIF.  CIF is no longer part of the ESFA administratively, being
amongst other delivery areas that moved from the ESFA into the Department
for Education in September 2018.

I have dealt with your request under the Environmental Information
Regulations 2004 (EIR) because the information you have requested concerns
environmental data.  The EIR give people an equivalent right of access to
the Freedom of Information Act 2000 to information about the activities of
public authorities that specifically relate to or affect the environment.

The Department holds information in scope of your request; please note
that following on from your previous correspondence (2019-0035147) we
provided this information up to the date of 2 October 2019. The
information provided here is all the information between the date of the
last provision (2 October 2019) and the date of receipt of the above
request (3 January 2020).  Copies of information are enclosed, with some
redactions under the following regulations.

Some information has been redacted under regulation 12(3) of the EIRs,
which prohibits us from disclosing the personal data of someone other than
the applicant, and regulation 13, which prohibits us from disclosing third
party personal data if this would contravene the General Data Protection
Regulations (GDPR) or the Data Protection Act 2018 (DPA). Disclosure of
this information would contravene a number of the data protection
principles in the GDPR / DPA and would be regarded as ‘unfair’. By that,
we mean the likely expectations of the data subject that his or her
information would not be disclosed to others and the effect which
disclosure would have on the data subject.
