Dear ICO Casework,

The ICO are thanked for providing the information that Stirling Council have the Data Controller reference Z6893154. The ICO should reasonably know that this Data Controller claims in a FOISA 2002 request response that information and data on it's own Children's Services - Children & Families Social Work Department system is in fact “owned” by Police Scotland.

Discussions between the ICO and Stirling Council should reasonably have identified that all aspects of Data Protection compliance on the Social Work system are managed by the Chief Social Worker Marie Valente (Scottish Social Services Council registration reference 1002683).

The ICO should reasonably know of the existence of a document entitled ‘DP801_Response_03_Sept_2019.pdf' which proves that Stirling Council are the Data Controller for all of the (false) information that they receive from Police Scotland and which they do not perform due diligence checks on the accuracy of prior uploading on their Children's Services -Children & Families Social Work Department system.

It is hoped that the ICO is performing a full audit on the nefarious data sharing that occurs between the Data Controller Z6893154 and other organisations who populate this organisation's systems with data/information and whether all of the appropriate agreements have been put in place prior to the data sharing. The agreements should include a Memorandum of Understanding (MoU), Information Sharing Agreement (ISA) and Data Protection Impact Assessment (DPIA) given the serious nature of the data/information that is shared with Data Controller Z6893154 that, to reiterate, they do not check the accuracy of prior to the upload.

respond to your complaint or to provide you with information about its
progress.
 
If you represent an organisation and you are reporting a personal data
breach under the GDPR or the Data Protection Act 2018 - we aim to contact
you within seven days to confirm receipt and to provide you with a case
reference number. If you want advice urgently, you should telephone our
helpline on 0303 123 1113. If we consider the incident is minor or you
have indicated that you do not consider it meets the threshold for
reporting, you may not receive a response from us, or we may respond by
sending you a link to the relevant part of our guidance. You can find out

Where a significant cyber incident occurs, you may also need to report
this to the National Cyber Security Centre (the NCSC). To help you decide,
you should read the NCSC’s guidance about their role and the type of
incidents that you should consider reporting.  

Incidents that might lead to a heightened risk of individuals being
affected by fraud, should be reported to Action Fraud – the UK’s national
fraud and cybercrime reporting centre. If your organisation is in
Scotland, then reports should be made to Police Scotland.

If you are a Communications Service Provider reporting a security breach
under the Privacy and Electronic Communications Regulations – you will
need to report the security breach via this [10]secure portal.

If you represent an organisation and are reporting a potential incident
under the NIS Directive - we will contact you as soon as we can. You can

If you represent an organisation and you are reporting a security breach
within the definition of the eIDAS regulation – we will contact you as
