I refer to my previous email (below).  I’m afraid I will not be able to
get the information to you by the 26^th, as planned.  This is because I
have had some trouble locating all the information and it has also taken
considerable time redacting personal information from the documents. 
Please accept my apologies for the inconvenience caused.

 

I now need to consult with the Friends about disclosure of their
information.  I have asked them to expedite their response as I am going
away at the end of next week for two weeks.  If I do not hear back from
them by the time I go away, I will ask someone else to get back to you in
my absence.

Please again accept my apologies for the late response to your FOI
request.  The reason for this was that I was away on leave and colleagues’
work was disrupted due to a flood in the office.  I hope this has not
caused you any inconvenience.

 

I am now pleased to attach the information requested by you.  You will see
that we have redacted (blacked out) several sections of the documents. 
This is because this information is personal information, which is exempt
from disclosure under Section 40(2) and (3) of the Freedom of Information
Act.  Under this exemption, we can refuse to disclose personal information
to an enquirer where such disclosure would breach one of the eight data
protection principles set out in Schedule 1 of the Data Protection Act
1998.  If we did release this information we would breach the first
principle, which states that data should be processed fairly and
lawfully.  Where we have removed information, the document is marked
“Section 40”.
