We're waiting for Martin Walkerdine to read a recent response and update the status.

Dear Northamptonshire Police,

During the 80s Stephen Barrell aka Steven Barrell of Essex was convicted of manslaughter of Jason Swift of London who was killed by a group of sex offenders including Sidney Cooke, Leslie Baily and Robert Oliver inside Hackney flat belonging to Donald Smith.

When Stephen Barrell aka Steven Barrell was released from prison he ended living in Northamptonshire under the name of Steven Cuttings aka Stephen Cuttings and Northamptonshire Police was aware off this but never involved the general public or media at that time what I am going ask now if the following.

Can I see the actual report on Barrell aka Cuttings during his time in Northamptonshire including when he arrived and left the area who was he in contract with and its believed he was living with a woman who had children.

Also when he left can you provide details of where he moved to as in area of the UK and did he change his name again

During the 80s Stephen Barrell aka Steven Barrell of Essex was convicted
of manslaughter of Jason Swift of London who was killed by a group of sex

When Stephen Barrell aka Steven Barrell was released from prison he ended
living in Northamptonshire under the name of Steven Cuttings aka Stephen
Cuttings and Northamptonshire Police was aware off this but never involved
the general public or media at that time what I am going ask now if the
following.

 

Can I see the actual report on Barrell aka Cuttings during his time in
Northamptonshire including when he arrived and left the area who was he in
contract with and its believed he was living with a woman who had

Also when he left can you provide details of where he moved to as in area
of the UK and did he change his name again

 

This is to inform you that Northamptonshire Police are currently dealing
with high levels of demand for information. Every effort will be made to
ensure that you receive an appropriate response on time, however, we may
not be able to complete the response to your request within 20 working
days. The ICO is aware and we are currently enacting a recovery plan.

Northamptonshire Police can neither confirm nor deny that it holds the
information you requested as the duty in Section 1(1)(a) of the Freedom of
Information Act 2000 does not apply by virtue of exception S40(5) –
Personal Data.  This is an Absolute Class Based Exemption.

 

This absolute exemption applies because the right given under the Freedom
of Information Act 2000 to request official information held by public
authorities, does not apply to personal data or personal data of third
parties. Any requests for third party information become subject to
exemption in consideration of infringement of the Principles of the Data
Protection Act and therefore attract pursuance of exemption under section
40 of the Freedom of Information Act 2000 - in this instance disclosure
would breach the First, Second and Sixth Principles of the Data Protection
Act 2018. However, this should not be taken as conclusive evidence that
the information you requested exists or does not exist.

 

I hope that you find the contents of my email, and the explanations, to be
helpful. Please contact the undersigned if you would like to discuss the
reasons for not providing the information you have requested.

 

Northamptonshire Police provides a review and appeals procedure within the
