We are unable to respond to your request as the terms of reference are too
broad.

 

For example, in order to respond, the Council would first have to
determine whether or not a particular company or provider had a monopoly
or significant control on the supply or supplies of statutory or essential
services required in the Borough and what constituted essential services.
