Status of cycling along Thames Path

Dear Greenwich Borough Council,

I am writing to request information to clarify your position as noted in a few recent FOI responses about a path between Thames Path and Tunnel Avenue.

In your response to both of these requests, you said: “Although there is no right of way for cycles along this path, standard bicycles can also be manouevered through the barrier.”

Given that:
1. Your own website (https://www.royalgreenwich.gov.uk/info/2...) says “ The Thames Path provides a high-quality, traffic-free walking and cycling route for most of the length of the Thames throughout Royal Greenwich” without providing any further clarification of which parts of the Thames Path are considered a cycling route
2. The Thames Path National Trail website (https://www.nationaltrail.co.uk/en_GB/tr...) says “ Some London boroughs allow cycling along specific sections of the Thames Path” but does not provide any further detail.
3. Sustrans shows the section of the Thames Path through Greenwich, including the path you mentioned above, as part of the National Cycle Network Route 1 (https://explore.osmaps.com/?overlays=os-...)
4. There are National Cycle Network road signs in the junction of the path with Tunnel Avenue, pointing cyclists towards that path.

I would like to request the following:

1. A clear and unambiguous description of the sections where you allow cycling along the parts of the Thames Path managed by Greenwich Council (including paths linking the Thames Path with adjacent roads, like the path mentioned above between Thames Path and Tunnel Avenue). Please provide this either as a map or as information that can be visualised in a map using a GIS system, or failing that as a textual description.

2. If the above is not available, any other information that you took into account while responding that there is no right of way for cycling on the path between path between Thames Path and Tunnel Avenue.

The publicly available NCN Route 1 map [6]here provides the information
requested on where cycling is permitted along this route, along with
similar paths as the one discussed above that connect back to the main
route.

 

Whilst not formally part of our response to your FOI request, for the
avoidance of confusion we would note that, ‘right of way’ has a specific
legal definition (see [7]here for more information).  There are many ways
in which cycling may be permissible with or without a formal right of way.
Please accept our apologies if that was not clear from previous responses.

 

2. If the above is not available, any other information that you took into
account while responding that there is no right of way for cycling on the
path between path between Thames Path and Tunnel Avenue.
