1 I request that you inform me if st. peters primary school has released personel information regarding my son owen dorrian to any other sections of north ayrshire council at any time without parental consent .
2. I request that you inform me if st matthews academy has a named person appointed and if st matthews academy has shared any information to any other sections of north ayrshire regarding my son owen dorrian or my daughter jamie dorrian .
I ask that you fulfill this request as i have copies from a subject access request where an employee burt garrick informs another employee that my daughter is diabetic by email .
I also have copies of a report from st peters school where information relating to my son owen dorrian was shared with north ayrshire council employees outside st peters primary school .
I request that you inform me of the legislation that was used to share my childrens information without parental consent

The scheme was to be implemented by 31 August 2016 but, due to a ruling by
the Supreme court, North Ayrshire Council has not implemented the Named
person scheme.

It is the intention that every child will have a named person if / when
the scheme is implemented.  In our primary schools, this will be the Head
teacher.

North Ayrshire council awaits further guidance and instruction from the
Scottish Government on this matter.

it clearly states NORTH AYRSHIRE COUNCIL HAS IMPLEMENTED THE NAMED PERSON WITHIN OUR PRACTICE AND PROCESSES . there are training days for april 2016 on the same site .
can you confirm if north ayrshire council has implemented the NAMED PERSON LEGISLATION and on which date did they implement it . if the response is they did not implement it then i request a clear response as to the existance of documentation on the G I R F E C site that disputes north ayrshire councils freedom of information response to my request .

Dear Mr Dorrian

Following the review of your request, please find below further
information regarding Named Person scheme.

I am writing in response to a request for information regarding North
Ayrshire Council’s preparation for the implementation of the Named Person
Service prior to the Supreme court ruling. We asked Education and Youth
Employment staff to make themselves familiar with the legislation and sent
out regular monthly newsletters during session 2015-2016 with updates and
helpful links to supporting documents.
We began the process of setting up a named person service, to be in place
for the implementation date. This service would employ staff from
Education and Youth Employment and Health and Social Care partnership.
Plans were in place for this service to “go live” in August 2016.
In preparation for the implementation of the named person service we also
asked appropriate staff within Education and Youth employment to undertake
a range of multi agency training and delivered the following single agency
training during 2015/16.
3 days of training included focussed activity on
· Assessing wellbeing
· Roles and responsibilities of the named person
· Child's plan

Implementation of the Named Person Service in August did not go ahead in
the light of the Supreme Court ruling however, we continue to support all
of our children and young people across North Ayrshire Council through the
wide range of services we offer.
We have been informed by the Scottish Government that full implementation
of the Children and Young People’s ( Scotland )Act 2014 is now scheduled
for August 2017, with amendments in relation to information sharing. We
await further information from the Scottish Government on what amendments
are to be made.
