Statistics on offers and acceptance to Scottish Universities

Dear The Universities and Colleges Admissions Service,

We refer to the Scottish Government's Commissioner for Fair Access 2019 report which is available here:

On Page 36 of that report the Commissioner publishes a table :
Chart 6: Scottish and EU domiciled acceptances to Scottish HEIs by deprivation quintile (SIMDQ1=SIMD20), 2016 to 2018
The report describes that the data provided in this table came from UCAS.

Our request here under the FOIA is for further data relating to admissions and applications to Scottish HEI's which

1) separates out the data included in that chart on p 36 of that report (data provided by UCAS to the Commissioner,) to break it down into sperately (a) Scottish domiciled and (b) EU domiciled acceptances broken down by quintile.

2 Please additionally provide data in a similar form to 1 above but relating to offers made (and offers not made) broken down by quintile - again broken down into firstly Scottish domiciled and secondly EU domiciled applicants.

Please also provide the above two sets of data this time broken down firstly by applications, acceptances and offers to and from St Andrews University and second by applications, acceptances and offers to Edinburgh University broken down into (a) Scottish domiciled and (b) EU domiciled offers made and acceptances broken down by quintile.

We believe that the data noted in the Scottish Government publication
references this [1]publication detailing 2018 data and the 2016 data for
Scottish providers in the attached document (filename:
eoc2016_20161101_Scotland_equality). The 2018 reports for the Universities
of Edinburgh and St Andrews can be found using the drop down list
available [2]here. Please find attached the corresponding report for 2016
(file name: eoc2016_20161101_S36_equality relates to the University of St
Andrews and eoc2016_20161101_E56_equality for the University of
Edinburgh).
 
(b)  EU domiciled acceptances broken down by quintile.
UCAS only allocates SIMD to applicants domiciled in Scotland and therefore
data for those domiciled in the EU is not available. As a result no
information is held in regard to this element of your request.
 
2 Please additionally provide data in a similar form to 1 above but
relating to offers made (and offers not made) broken down by quintile -
again broken down into firstly Scottish domiciled and secondly EU
domiciled applicants.
These details can be found in the attached/ linked documents in the “P.26”
tables.
Where links have been provided to information available on our website, as
this information is accessible by other means, it is exempt from
disclosure under Section 21 of the Freedom of Information Act 2000.

Further to your request for information please find below a copy of the
response from UCAS in regard to the specific information you have
requested.
 
UCAS publishes provider-level unconditional offer data which can be found
[1]here and [2]here. Unfortunately we are unable to provide a further
breakdown of conditional offer making as this element of your request
meets an exemption under the Act.
 
We consider that the records we hold in this regard are exempt under
Section 43(2) as disclosure would be likely to prejudice the commercial
interests of the universities concerned and UCAS. Disclosure of
information to this level would likely harm the ability of the
universities involved to complete with other providers in the management
of their admissions decisions and offer making. It is also likely that the
release of this commercially sensitive information would negatively impact
on UCAS’ relationship with the relevant universities involved. In this
case we consider that the public interest in the application of the
exemption exceeds the public interest in disclosure.
 
A further breakdown of the number of applicants and acceptances can be
purchased via our EXACT service.
 
Disclosure controls are applied to the data to reduce the risk of
disclosing personal data about identifiable individuals. For counts, the
controls include reporting each cell count to the nearest five. In
particular cell counts of 1 and 2 are reported as 0. Rows that only report
0 are omitted from the output. These controls are applied to each cell
independently so this may result in instances where totals do not equal
the sum of the components. For derived statistics (e.g. means), to ensure
these disclosure controls are not undone, a minor adjustment is applied,
if necessary, such that the set of records contributing to each cell
matches the reported cell count (to the nearest five). This involves
either removing 1 or 2 records at random, or adding in 1 or 2 duplicates
at random. If the number of values contributing to a cell is 1, 2 or 0
then it is displayed as 'N'. Rows that only report 'N' are omitted from
the output.
 
EXACT is a charged service and is supplied with terms and conditions that
define the extent to which the results can be reproduced in publications.

In terms of the data available on the UCAS website and available upon
payment (through the EXACT service), as this information is accessible by
