Freedom of Information, Norfolk Fire and Rescue Service

Dear Ms Grant,

Freedom of Information Request ENQ-498298-B1Y9W8

I refer to your request for information dated

In a previous request ENQ-488833-D6Y3T1 dated 19^th July 2021 which was
closed with no clarification, you asked for:

1. The number of low, medium and high-rise residential buildings in your
area (or your current/best estimate of them) covered by the Regulatory
Reform (Fire Safety) Order 2005

2. The total number of deficiency and/or enforcement notices served to the
owners of these buildings relating to means of escape (Articles 14(2)(b) &
15 (1)(b)), since the Grenfell Tower Fire on 14th June 2017 to the date of
this FOI

3a. The number of deficiency and/or enforcement notices served to the
owners of these buildings specifically relating to the identification of
vulnerable and disabled residents, and planning for their escape (Articles

the date of this FOI

3b. Copies of the notices referred to in (3)

4. The fire authority's current policy covering the evacuation of disabled
people from multi-occupancy buildings during a fire

You amended this request on 20^th July 2021:

I would like to amend the dates of the deficiency and/or enforcement
notices detailed in items 2 & 3 of my request

from:

"the date of the Grenfell Tower Fire on 14th June 2017 to the date of this
FOI"

to

"from 20th October 2019 to the date of this FOI"

You further clarified this response on 28^th July 2021 which was logged as

Our response to the clarified question 4 above:

Non-domestic buildings that come under the Regulatory Reform (Fire Safety)
Order 2005 should provide suitable and sufficient evacuation policies and
systems. During fire safety audits our fire safety practitioners will
check to ensure the suitability of the evacuation procedures in these
buildings and will give advice or enforce the legislation as necessary.

At all fire incidents our operational officers will gather information
from a number of sources, which includes information on the people at risk
in the building, and then develop an operational plan to rescue those at
risk which includes disabled residents. Our operational staff are trained
in the manual handling of casualties during emergency rescues.

If you are dissatisfied with our handling of your request you have the
right of appeal through the Council’s internal review procedure by setting
out the grounds of your appeal in writing to:

[1][email address]

or Information Compliance Team

County Hall

Martineau Lane

Norwich

NR1 2DH

An appeal should be submitted within 40 working days of the date of this
notice and should be identified as "FOI Appeal".

If you are dissatisfied after pursuing the complaints procedure, you may
apply to the Information Commissioner under Section 50 of the Act for a
decision whether your request for information has been dealt with in
accordance with the requirements of Part I of the Act.  Refer to the ICO
